Job description

Overview
The Program Manager provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order for the Product Manager Biometrics (PM BIO), under Project Manager Terrestrial Sensors (PM TS), Portfolio Acquisition Executive (PAE), Layered Protection and Chemical, Biological, Radiological, and Nuclear (CBRN).
Responsibilities
โ€ข Program Oversight: Serve as the primary interface with the Government Lead, keeping them informed of all program activities, risks, and performance metrics.
โ€ข Strategic Planning: Develop and execute a comprehensive Program Management Plan that outlines project scope, schedule, budget, and quality control measures to ensure all PWS requirements are met or exceeded.
โ€ข Resource Management: Direct and control all contractor activities, ensuring the optimal allocation of personnel and resources. Oversee staffing to guarantee all positions are filled with qualified individuals who meet the PWS requirements.
โ€ข Financial & Risk Management: Assume full responsibility for the program's financial performance. Proactively identify, document, and mitigate program risks, and provide timely issue resolution and corrective action plans.
โ€ข Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
โ€ข Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
โ€ข Recruit, train, and manage personnel across Continental United States (CONUS) and Outside Continental United States (OCONUS) locations.
โ€ข Manage budgets, ensuring all financial activities are within scope and compliant with contract terms. Oversee invoicing, financial reporting, and cost control measures. Identify, assess, and mitigate program risks across all functional areas, including technical, schedule, cost, and operational risks.

Qualifications
Required:
โ€ข Bachelor's Degree in a relevant technical or managerial discipline
โ€ข Project Management Professional (PMP) or DAWIA Advanced Level in Program Management
โ€ข Fifteen (15) years of professional experience in program/project management
โ€ข Experience in the areas of schedule management, quality management, budget management, risk management, configuration management, and requirements management
โ€ข Demonstrated strong written and verbal communication skills, with the ability to convey complex information clearly and concisely
โ€ข Strong understanding of the acquisition lifecycle, government contracting regulations (FAR/DFARS), and Army-specific procurement processes, including those governing OCONUS operations, logistics, and international support agreements.
โ€ข Secret security clearance.
โ€ข Experience within DoW or interagency biometrics collections communities (preferred).
Salary range: $185,336 - $204,919
This position is in the proposal stage. The above salary range represents a general guideline. Integral Federal considers a number of factors when determining base salary offers, such as the scope and responsibilities of the position and the candidate's experience, education, skills, and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and/or discretionary bonuses in addition to base pay.
