Main Purpose of Job

The Commodities Procurement Unit Manager is responsible for administering, planning, and\r\ndirecting procurement operations of the unit and supervising and evaluating lower-level\r\nprocurement officers tasked with the responsibility of processing commodities related\r\nsolicitations obtained through the competitive procurement process, negotiated procurement\r\nprocess, and other procurement methods obtained in accordance with the State Finance and\r\nProcurement Article, COMAR Title 21 and various policies and procedures established by the\r\nBoard of Public Works and Department of General Services, Office of State Procurement.\r\n\r\n\r\nThe position is responsible for providing expert procurement technical interpretation,\r\ninstruction, guidance, and assistance in accordance with government procurement laws,\r\nregulations and policies. The position will manage the day to day operations of the unit to\r\ninclude assigning, reviewing, and approving the work of and training procurement staff within\r\nthe unit. Upon request, this position provides advisory support in the development of Contract\r\nFulfillment Teams in the execution of solicitations, contracts and agreement actions for MDH\r\nfacilities and headquarter units.\r\n

MINIMUM QUALIFICATIONS

Qualified candidates must possess a Bachelor's degree from an accredited college or university and at least six (6) years of professional public sector procurement, or private sector contracting experience, which included activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations, including at least two (2) years of supervisory or managerial experience.\r\n\r\n\r\nNotes:\r\n\r\n\r\n1. Candidates may substitute one year of experience in ensuring appropriate and consistent enterprise-wide interpretation of and compliance with enterprise level procurement laws, regulations, policies and procedures for the required education.\r\n\r\n\r\n2. Candidates may substitute certification as a Certified Public Manager from the National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Purchasing Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Purchasing Officers) for the required education.\r\n\r\n\r\n3. Candidates may substitute professional contract management experience or professional procurement experience, on a year-for-year basis, for the required education.\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Desired candidates should possess a degree in Business, Public Administration, Supply Chain or related field, from an accredited college or university.\r\nDesired candidates should also possess:\r\nProfessional Procurement Certification (CPPO, CPPB, C. P.M., NIGP)\r\nProcurement & Contract Management Experience: managing commodity portfolios and contracts, with experience in State and federal procurement rules\r\nStrategic Sourcing & Oversight Experience: Skill in strategic sourcing, vendor negotiations, spend analysis, and contract lifecycle management\r\nSystems & Compliance Expertise: Proficient in e-procurement systems (preferably eMMA) and strong knowledge of compliance, audit readiness, and internal controls\r\nLeadership & Communication Experience: Ability to guide staff, collaborate with program and fiscal teams, and report effectively to senior leadership\r\n\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.\r\n2. Employees in this classification who have not done so must obtain and possess certification as a Procurement Professional from the Maryland Department of General Services within one year of appointment.\r\n
