What is the Opportunity?
The Procurement Manager is responsible for leading procurement and supply chain activities across all phases of new nuclear project delivery-from early development and contracting strategy through to execution and closeout.
This role ensures that procurement is fully integrated into project planning and delivery, enabling early identification of risks, identifying qualified suppliers for both quality and technical capabilities , and ensuring timely, compliant, and cost-effective delivery of materials, equipment, and subcontracted services.
As a core member of the Project Management Team (PMT), the Procurement Manager drives supplier performance, supports schedule certainty, and ensures alignment with nuclear regulatory, quality, and contractual requirements.
What You'll Do Here
Development Phase - Strategy & Planning
- Lead development of the project procurement strategy, aligned with execution model (modularization, fabrication, field install)
- Identify long-lead materials, critical equipment, and key subcontract scopes early in the project lifecycle
- Define sourcing strategies (competitive bids, strategic partners, sole source where justified)
- Establish supplier qualification and prequalification plans, ensuring alignment to nuclear QA requirements and regulatory expectations
- Work with Engineering and Project Controls to align specifications, scopes, and procurement packages with execution schedules
- Support development of contracts, commercial terms, and risk allocation strategies
Validation Phase - Supplier Qualification & Readiness
- Lead supplier qualification, audits, and pre-award evaluations, ensuring vendors meet nuclear quality, technical, and regulatory requirements
- Prepare a comprehensive Procurement Plan to highlight how procurement activities will be executed.
- Coordinate cross-functional reviews of procurement packages (Engineering, Quality, Construction) prior to issue
- Validate readiness of suppliers, fabrication plans, and logistics strategies prior to award and execution
- Ensure procurement documentation, specifications, and contracts are complete, compliant, and execution-ready
- Support readiness reviews to confirm procurement is aligned with project execution planning
Execution Phase - Procurement & Supplier Management
- Manage end-to-end procurement activities including bidding, evaluation, negotiation, and award
- Administer contracts and manage supplier/subcontractor performance against safety, quality, schedule, and cost objectives
- Track and report on procurement status, expediting, delivery risks, and mitigation actions
- Lead expediting, logistics coordination, and material delivery to support construction and fabrication timelines
- Maintain strong integration with Construction and Project Controls to ensure material availability aligns with field execution
Supplier & Subcontractor Performance Management
- Monitor supplier performance, including delivery, quality, and contract compliance
- Work closely with Quality teams to ensure supplier adherence to nuclear QA programs and inspection requirements
- Address supplier issues, including delays, nonconformances, and claims
- Drive continuous improvement across the supply chain to reduce risk and improve performance
Commercial & Contract Management
- Lead contract negotiations, change management, and claims resolution
- Manage cost control within procurement scope, including tracking commitments and forecasts
- Ensure alignment between contract terms and project risk profile
- Support dispute resolution and commercial strategy development
Project Integration & Interface Management
- Integrate procurement activities with Engineering, Quality, Construction, and Project Controls
- Support development of work packaging, sequencing, and construction readiness planning
- Participate in risk identification and mitigation planning from a procurement and supply chain perspective
- Provide regular reporting and updates to project leadership and stakeholders
Team Leadership & Capability Development
- Lead and develop procurement professionals across the project (buyers, expeditors, supply chain coordinators)
- Ensure team members are trained and aligned with nuclear procurement and quality requirements
- Foster strong collaboration across internal teams and external suppliers
- Support development of supply chain capability for future nuclear projects
Supervisory Responsibilities
- Direct oversight of procurement and supply chain team members
- Functional leadership across project teams for procurement-related activities
- Influence across Engineering, Quality, Construction, and Commercial stakeholders
What You Bring to the Team
- Bachelor's degree or College Diploma in Supply Chain, Engineering, Business, or related discipline
- SCMP, CPSM, or equivalent certification considered an asset
- 10+ years of progressive procurement/supply chain experience in EPC, construction, or major infrastructure projects
- Experience in nuclear or highly regulated industries strongly preferred
- Demonstrated experience supporting project-based procurement across development and execution phases
- Experience managing complex supplier networks and subcontracted work scopes
- Strong understanding of procurement lifecycle within EPC or project-based delivery models
- Experience with supplier qualification, contracting strategies, and long-lead procurement
- Knowledge of nuclear quality requirements and regulatory expectations (CSA specifically N299, ASME, NQA-1 considered an asset)
- Strong commercial, negotiation, and contract management skills
- Ability to operate in a fast-paced, multidiscipline project environment
- Combination of project site, office, and supplier/vendor locations
- Travel required for supplier audits, site coordination, and project support
- Extended hours may be required to support project milestones
- Demonstrates accountability, integrity, and strong commercial judgment
- Operates with a proactive, solutions-focused mindset
- Builds strong relationships across internal teams and external partners
- Champions nuclear safety culture and regulatory compliance

Individual pay is determined based on several factors, including work location, education, experience, unique skills and job conditions. Other considerations may include certifications, specialized training, and the complexity or scope of the role.
