The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Director of Procurement in the Office for Administration & Finance!
AGENCY MISSION:
The Executive Office of Housing and Livable Communities (EOHLC) is responsible for building more homes and lowering housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders.
OVERVIEW
The Director of Procurement serves as the Executive Office of Housing and Livable Communities' Chief Procurement Officer and reports to the Deputy Chief Financial Officer (CFO) in EOHLC's Office for Administration and Finance.
The position provides leadership, strategic direction, and oversight of the agency's procurement and contracting program, ensuring compliance with Massachusetts procurement laws, Operational Services Division (OSD) policies, and statewide procurement requirements. The incumbent develops and administers agency-wide procurement policies, internal controls, procurement planning, contract administration standards, and procurement governance supporting all EOHLC divisions. The position advises on procurement strategy, risk management, fiscal stewardship, and operational improvements while ensuring transparent, efficient, and compliant procurement practices.
DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):
1. Procurement:
Direct and oversee agency-wide procurement activities by establishing procurement strategies, advising executive leadership and program divisions, and ensuring compliance with procurement laws, regulations, and OSD policies.
Direct and oversee complex, high-value, and high-risk procurements from planning through contract execution, providing strategic guidance on procurement methodology, evaluation, negotiations, and contract award.
Review and authorize procurement strategies, determine appropriate procurement methods, and resolve complex procurement and contracting issues involving legal, fiscal, and operational considerations.
2. COMMBUYS
Direct the agency's COMMBUYS administration, ensuring procurement integrity, regulatory compliance, accurate procurement documentation, and effective management of agency procurement records.
3. Policies:
Develop, implement, and maintain agency-wide procurement policies, procedures, guidance, and procurement planning processes to promote compliance, consistency, accountability, and operational efficiency.
4. EOHLC Representation:
Represent EOHLC as the agency's primary procurement authority with OSD, the Office of the Comptroller, Supplier Diversity Office, Executive Office leadership, oversight agencies, auditors, and external stakeholders.
5. Operations:
Performs executive-level operational assignments and other duties as assigned to support agency operations.
PREFERRED QUALIFICATIONS:
1. Knowledge of the techniques of Request for Response writing and response evaluation.
2. Knowledge and experience of state purchasing and contracting regulations.
3. Ability to apply complex regulations to Purchase of Service (POS) procurements.
4. Ability to manage, coordinate and oversee submissions in response to Request for Proposals and grant solicitations.
5. Ability to maintain procurement files.
6. Ensure compliance with Commonwealth's rules regarding "fair practices" in procurements and solicitations.
7. Knowledge of state budgetary expenditure classification handbook and object code descriptions.
8. Knowledge of COMMBUYS, Massachusetts management accounting and reporting system (MOSAIC) Commonwealth's Information Warehouse, Microsoft Word, Access, Excel and PowerPoint, E-mail and Internet.
9. Ability to understand, explain and apply the provisions of policies, procedures, regulations and guidelines.
10. Ability to gather, analyze, and determine applicability of information and data from diverse sources.
11. Skills in organizing and coordinating the work of others to achieve a goal.
12. Ability to work tactfully with others and in maintaining harmonious working relationships.
13. Skills in organizing and documenting business processes.
14. Ability to design and implement monitoring and tracking processes.
15. Ability to manage multiple projects effectively and to work independently with minimal supervision.

Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division's Recruiting Guidelines. In the case of a promotional opportunity, the salary provisions of the applicable collective bargaining agreement will apply to placement within the appropriate salary range.
Education, licensure and certifications will be verified in accordance with the Human Resources Division's Hiring Guidelines. Education and license/certification information provided by the selected candidate(s) is subject to the Massachusetts Public Records Law and may be published on the Commonwealth's website.
PRE-OFFER PROCESS:

MINIMUM ENTRANCE REQUIREMENTS:
Applicants must have at least (A) five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management of which (B) at least one (1) year must have been in a project management, supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
Substitutions:
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
