About Our Organization

DASA DE&C manages the Army's Security Assistance and Armaments Cooperation programs that engage allies and partners across the full spectrum of Army acquisition to achieve force dominance. We lead the U.S. Army Security Assistance Enterprise (ASAE), providing leadership, resource management and policy oversight. We build the capabilities of allies and partners, strengthen relationships with our foreign partners, and strengthen the U.S. industrial base.

Position Overview

As the Senior Process Management Specialist, you will serve as a principal expert responsible for the governance, stability, and control of critical operational processes across the enterprise. You will oversee and ensure the consistent execution of complex workflows related to technology security, export control, security cooperation, and data management. Leveraging your deep expertise in process management, you will maintain the integrity of our operational framework, ensure compliance with all governing regulations, manage process documentation, and provide expert guidance to leadership on maintaining and enhancing organizational efficiency and control. This role is foundational to ensuring our day-to-day operations are predictable, auditable, and aligned with strategic objectives.

Core Duties and Responsibilities

  • Process Governance and Control: Serve as the lead for establishing and maintaining the governance framework for key organizational processes. Monitor the health and performance of workflows related to Foreign Military Sales (FMS), export licensing, and international agreements, ensuring they are executed consistently and as designed.
  • Compliance and Audit Management: Oversee process compliance with all applicable regulations, including ITAR, EAR, and DoD/Army directives. Lead periodic reviews and assessments of operational processes to ensure audit readiness and identify potential compliance gaps, providing detailed reports and findings to leadership.
  • Documentation and Knowledge Management: Direct the management and maintenance of all process-related documentation, including standard operating procedures (SOPs), process maps, governance policies, and records management plans. Ensure a centralized and authoritative knowledge base for all operational processes is maintained, leveraging platforms like SharePoint.
  • Performance Monitoring and Reporting: Define, track, and analyze Key Performance Indicators (KPIs) for operational processes. Prepare and present executive-level reports on process performance, stability, and compliance, highlighting trends and identifying areas requiring management attention to maintain operational effectiveness.
  • Process Sustainment and Training: Oversee the training and onboarding of personnel on established processes and procedures. Develop and maintain training materials to ensure the workforce is proficient in executing their duties according to documented standards. Manage the sustainment of process-supporting systems like ETMS2 and SharePoint.
  • Continuous Assessment and Optimization: While the primary focus is management, you will continuously assess existing processes to identify inefficiencies or bottlenecks that threaten stability. You will analyze these issues and recommend targeted improvements or corrective actions to leadership to enhance process control and reliability.

Essential Requirements

  • Security Clearance: Must possess and maintain an active Secret or higher security clearance.
  • Education: Bachelor's degree in Business Administration, Operations Management, Public Policy, or a related discipline.
  • Experience:
    • A minimum of ten (10) years of senior-level experience in process management, operations management, or governance and compliance, preferably within a DoD, federal agency, or defense sector environment.
    • Demonstrated track record of managing and controlling complex, multi-stakeholder processes.
    • Extensive experience in documentation management, compliance auditing, and reporting to senior leadership (e.g., SES, General Officer).
  • Skills:
    • Expert-level knowledge of process management frameworks and methodologies (e.g., Business Process Management - BPM).
    • In-depth understanding of federal regulations governing security assistance and defense exports (e.g., FMS, ITAR, EAR).
    • Exceptional analytical, organizational, and documentation skills with a high degree of attention to detail.
    • Advanced communication skills, with a proven ability to train personnel and present complex process information at the executive level.

Preferred Qualifications

  • Education: Master's degree in a relevant field.
  • Experience: Direct experience supporting DASA DE&C, members of the ASAE, or similar security cooperation organizations.
  • Certifications: Certification in process management (e.g., CBPP), project management (e.g., PMP), or quality improvement (e.g., Lean Six Sigma).
  • Technical Familiarity: Proficiency with SharePoint, Army Vantage, and task management software like Enterprise Task Management Software Solution (ETMS2).

Work Environment

  • ยท Location: Arlington, VA

    ยท Travel: May be required up to 10% of the time to CONUSlocations for temporary duty (TDY).
