ProSidian Seeks a Managerial Accounting Process Improvement Consultant - Business Transformation (BT) Initiatives in CONUS - Silver Spring, MD (Plus Work Remotely) to support an engagement for an agency of the US Federal Govt. that regulates clinical investigations of products under its jurisdiction, such as drugs, biological products, and medical devices. 

The ProSidian Engagement Team Members work to Business Transformation (BT) Support Services for initiatives aimed to align People, Process and Technology of the agency's financial community to be more closely linked with the strategy and vision for protecting the public health of the nation.

Key objectives are to integrate and maintain financial management activities, businesses processes, and customer service using project management, administration, and change management techniques.

Managerial Accounting Process Improvement Consultant - Business Transformation (BT) Initiatives Candidates shall work to support requirements for Program Support and Managerial Accounting Process Improvement Initiatives.  This position provides managerial accounting services to support leadership in collecting, analyzing, and reporting information about the operations and finances of the organization. 

Key project workstreams align with BPA Statement Of Work Workstreams: 3.12 - Managerial Accounting Process Improvement.  The Managerial Accounting Process Improvement Consultant shall provide managerial accounting improvements by evaluating the impact of plans and decisions, performing data analysis, assessing customer interactions, and monitoring operations for trends. Representative activities may include but are not limited to:

  • Develop enhanced managerial accounting processes and practices and provide periodic trend analysis for the Fed. Govt. Agency on a monthly basis.
  • Verify and validate financial information for Treasury, The Agency, Operating Divisions, and various congressional reports.
  • Develop Pro-forma accounting.
  • Develop ad-hoc reports based on the requirements of executive leadership.
  • Document and update reconciliation procedures based on accounting standards for how the Fed. Govt. Agency should perform reconciliations.
  • Design reconciliation tools and job-aids to enhance the reconciliation process.
  • Coach the Fed. Govt. Agency employees on how to perform the reconciliations.

Qualifications

The Managerial Accounting Process Improvement Consultant - Business Transformation (BT) Initiatives shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. 

Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The candidate shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined.

The Managerial Accounting Process Improvement Consultant shall be classified under the Labor Categories and Experience of a Federal Staff Accountant with professional qualifications that include A minimum of 6 years experience in accounting operations, accounting reports, financial statements, design and development of automated accounting systems.

A Staff Accountant will have a bachelor's degree in Business (specializing in accounting and/or finance), economics, or related field. Additional, experience with federal accounting environment preferred and will provide a combination of the following:

  • Certified Public Accountant (CPA) Certification or Equivalent Experience, (i.e. Master's degree or graduate certificate.)
  • Certified Government Financial Manager (CGFM) certification or Equivalent Experience.
  • Responsibilities include analyzing, at a specific project level of assessment, the financial implications of business practices that are related to business improvement projects, consultation, facilitation, surveys and/or training.
  • Direct knowledge of the Federal Government Working Capital, Service and Supply and Franchise Fund processes and procedures.
  • Provides consultative advice, assistance and guidance for improving overall business practices.
  • All staff shall have experience of how a working capital fund works within the Federal Government.

This work will be performed primarily in CONUS - Silver Spring, MD (Plus Work Remotely)

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations. 

LOCATION:  Work shall be conducted at the CONUS - Silver Spring, MD (Plus Work Remotely)

  • U.S.  Citizenship Required

  • Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe)
  • All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office.
