Job Title: Expert Systems Analyst

Task Order: HBITS-07-14418
Agency: State of New York – Department of Labor
Location: Hybrid – Albany, NY
Duration: 30 Months
Rate: Depends on experience

Position Overview

The position is in support (testing) of the UISIm project, a multi-year effort to redesign, implement, and test business process improvements for the Department of Labor’s customers, partners, and internal staff. UISIm replaces the 40+ year old Unemployment Insurance (UI) legacy computer systems and manual procedures with a new and improved integrated computer system.

Responsibilities

  • Work as a liaison among NYS Department of Labor Subject Matter Experts and ITS Technical Teams to elicit, analyze, communicate, and validate business process and system requirements.
  • Query, interpret, and analyze data to inform decision-making and system improvements.
  • Document processes using flow diagrams, GUI mockups, and supporting documentation.
  • Coordinate use cases and process flows with requirements teams for seamless design.
  • Collaborate with cross-functional teams to ensure accurate documentation.
  • Conduct testing, debugging, and performance monitoring.
  • Manage, triage, and track incident, defect, and enhancement tickets.

Qualifications

  • 7+ years leading a team of technical systems analysts in requirement gathering for complex projects.
  • 7+ years developing BRDs, SRS, and other system requirement artifacts.
  • 5+ years creating SQL queries to analyze and validate backend data.
  • 4+ years creating and analyzing workflow diagrams using MS Visio.
  • 3+ years creating wireframes for screen mockups or requirements.
