POSITION SUMMARY
The Technical Manager will be responsible for leading the day-to-day operations of the Engineering, Maintenance, and Facility functions for the Iowa Park, TX facility.
Under the direction of the Plant Manager, this position will develop and drive Technical/Engineering/Facility/Maintenance to deliver and sustain profitable growth. It will establish and enable a consolidated process improvement program designed to integrate the business processes for continuously improving performance, using the Lean Initiative as the change methodology, which results in improved quality, efficiency and profitability for the company. Process improvement work will include improving safety and environmental performance, reducing energy requirements, and incremental production increases. It will work with highly talented and successful people to guide and reinforce a team of self-managed/achievement-oriented Process Technicians. A fundamental task will be to support and influence change and provide direction and guidance for the team to ensure that the technical goals are met for critical manufacturing components. This position will require an ability to work through several upper-level management positions such as directors of engineering, quality, multiple business unit directors, etc.
ESSENTIAL DUTIES & RESPONSIBILITIES
Leadership Responsibilities:
  • Develop technical (facility, production maintenance, and engineering) budget plans and implement systems to capture, analyze and share the plant's key process indicators with team members.
  • Consult with Plant Manager to establish strategic plans and objectives that identify goals, scheduling, risks, contingency plans, and allocation of resources for process improvement in all technical areas.
  • Provides direction, guidance and mentoring to team members to ensure that day-to-day technical support needs and goals are met.
  • Communicate and work with appropriate personnel to support and achieve global/corporate goals and metrics.
  • Work in a team environment with various levels of personnel.
  • Conduct employee performance reviews based on job descriptions to determine competency, knowledge, and contributions.
  • Monitor performance and oversee internal, supplier, vendor and personnel process improvement through a tracking/scorecard mechanism/metrics.

Process Engineering Responsibilities:
  • Direct and manage multiple concurrent engineering projects while ensuring their success in meeting their respective objectives.
  • Provide process-engineering support to operations and maintenance organization locally and across the organization.
  • Define and implement process improvements to improve operations and unit cost.
  • Identify and prepare test authorizations and run plant tests in support of various experimental programs.
  • Provide process-engineering support for high level projects and maintain schedules for major area projects.
  • Analyze test data and define/lead projects to improve yield using sound statistics and DOE.
  • Identify and improve data collection to investigate abnormal conditions and find root cause.
  • Lead production teams to define and implement improvement projects for capacity, yield, cycle time, and cost.
  • Integrate and standardize Six Sigma and Lean Methodology.
  • Review and implement engineering change orders affecting the production line.

Facility/Maintenance Responsibilities:
  • Prepare and execute design packages that will improve safety and operability of the plant.
  • Ensure the building meets health and safety requirements and Radiation Safety is in full compliance at all times.
  • Develop progressive facility work plans to optimize equipment and assets.
  • Initiate, implement, and manage the plant maintenance program based on best practices, with an emphasis on planning/scheduling, reliability, and preventive/predictive maintenance.
  • Continue to support development of a Total Productive Maintenance (TPM) culture.
  • Ensure effective use of the Computerized Maintenance Management System (SAP PM) to track work, spare parts, and maintenance history.
  • Track, analyze and improve key maintenance parameters such as asset utilization, maintenance cost, PM compliance, schedule compliance, etc.
  • Ensure good controls are in place and best practices are utilized to manage spare parts, inventory levels, and spare parts replenishment.
  • Prepare documents to put out scope of work for contractors.
  • Oversee the scheduling, maintenance, and monitoring of heating, ventilating and utility systems to ensure efficient operation.
  • Project management and supervising and coordinating work of contractors.
  • Directs and plans essential plant services such as reception, security, maintenance, cleaning, and on-site cafeteria functions.
  • Plan best allocation and utilization of space and resources for new buildings or re-organizing current premises.
  • Implement programs and procedures required to ensure overall plant cleanliness.

  • Extensive technical experience/knowledge: (1) material & process specifications; (2) review & approval of engineering drawings for materials & processes; (3) test methods for process capability; (4) data analysis & report writing; (5) capital equipment procurement & maintenance; (6) leading and motivating a team of engineers & technicians in daily activities; and (7) budget control & estimating.
  • Background in Six Sigma/Lean Methodologies. Specifically, DMAIC processes as well as 5-S, SMED, TPM, etc.
  • Energy Management/Sustainability - Demonstrates the ability to implement strategies to drive sustainability efforts.

EDUCATION
  • Five or more years of work experience in the field of manufacturing/engineering (plastics manufacturing preferred)
  • Bachelor's degree in engineering preferred (mechanical or chemical preferred)
  • Extensive printing, extrusion and converting systems knowledge and expertise preferred

OTHER REQUIREMENTS
  • Able to work both independently and within a team, generating results with general/minimal guidance from management
  • Excellent written and verbal communication skills along with professional presentation and negotiation skills
  • Must be flexible, innovative and comfortable in setting own priorities
  • Able to assimilate and understand new technologies (strong technical aptitude)

Salary Range: $126,600 - $217,005
The range disclosed complies with applicable state and local pay transparency laws. Offers within this range will be determined by considering relevant factors including education, experience, and internal alignment. This position may also be eligible for annual performance bonuses and other incentive programs.
