Job description

Position Title: Senior Commissioning / Construction Support Engineer (Wastewater Process Facilities)Location: Washington, DC Office / Client Job Site- DC Water and Sewer
Job Type: Full-Time
Salary Range: $ 130,000.00 to $190,000.00, commensurate with experience, certifications, and depth of wastewater process commissioning and startup experience.Work Hours: Monday through Friday, 8:30 AM to 5:30 PM

Reports To: Client Representative for functional and project oversight; CES Company Representative for employment, performance, and contractual administration.

Position Overview

This role is focused on commissioning and startup of complex wastewater treatment process systems, not building systems. We are seeking professionals with direct experience in plant operations, system startups, and process integration across mechanical, electrical, and controls systems. Candidates should be comfortable working in active treatment facilities and engaging directly with operators, contractors, and engineers to deliver fully functional systems.

This is a field-based, hybrid role that integrates commissioning with construction oversight. In addition to supporting system startup, the position will contribute to installation verification, issue resolution, and turnover to operations. The objective is to ensure that systems are not only constructed correctly but perform reliably under real operating conditions.

For experienced commissioning professionals, this role offers the opportunity to work directly with owner representatives and plant operators on large, complex facilities, influencing system performance from installation through startup and turnover.

Responsibilities:

  • Support commissioning planning, system readiness, and startup for wastewater treatment process systems
  • Participate in functional testing and system verification across process, mechanical, electrical, and controls scopes
  • Coordinate with contractors, integrators, and operations staff during startup and system turnover
  • Provide field-based oversight of mechanical and electrical installations, including verification of compliance with plans and specifications
  • Identify and resolve system-level issues affecting performance, reliability, or operability
  • Support integration of process equipment with controls and SCADA systems
  • Assist with turnover documentation, punchlist resolution, and closeout activities
  • Engage with owner representatives and plant operators to confirm system performance and readiness.

Required Training and Experience:

  • 8 to15+ years of experience in wastewater, industrial, or process facilities
  • Direct experience with commissioning, startup, or system integration in treatment plants or similar environments
  • Strong understanding of process systems such as pumping systems, blowers, process piping, and chemical feed systems
  • Experience working safely in active industrial or wastewater environments, including adherence to site safety protocols
  • Familiarity with electrical systems, instrumentation, and controls/SCADA integration
  • Experience working in active construction environments (CMaR, design-build, or similar delivery)
  • Ability to work in the field and coordinate across multiple stakeholders
  • Ability to work full-time on-site at the client facility

Preferred Qualifications:

  • Certified Commissioning Authority (CxA), BCxP, or similar
  • Professional Engineer (PE) license
  • Experience with large municipal wastewater treatment facilities
  • Experience supporting system startup and operator training

Knowledge, Skills, and Abilities:

  • Thorough knowledge of alternative project delivery methods.
  • Thorough knowledge of construction processes and procedures, specifications, standards, materials, and methods used in the wastewater industry.
  • Ability to read and comprehend construction plans, specifications, inspection and test reports, and other documents associated with construction projects.
  • Excellent communication and interpersonal skills, with the ability to effectively interface with clients, senior management, and regulatory agencies.
  • Detail-oriented with strong analytical and problem-solving abilities.
