We are seeking an experienced Project Controls Manager to support a major infrastructure project in Oshawa, Ontario. This role is responsible for managing integrated project schedules, cost control systems, financial reporting, and risk management to ensure successful project delivery. Working closely with project leadership and crossfunctional teams, you will lead the development, implementation, and maintenance of project schedules and budgets, conduct detailed cost and schedule analyses, and provide strategic insights that support informed decisionmaking.

Essential Responsibilities:

  • Lead the development, implementation, and maintenance of integrated project schedules using approved scheduling software
  • Facilitate the creation, review, and ongoing updates of project schedules, including milestones and financial deadlines, in collaboration with the Project Director, Commercial Manager, Construction Managers, and Project Team
  • Lead regular schedule review meetings to assess progress, ensure alignment, and identify potential impacts to project objectives
  • Identify schedule risks and constraints, develop mitigation strategies, and support proactive schedule recovery planning
  • Implement and maintain the project control budget, monitoring and reporting on schedule performance, productivity, and cost versus budget; perform budget updates as required
  • Develop and maintain project budgets and cost control systems, ensuring accurate tracking of expenditures and compliance with approved financial plans
  • Prepare cost forecasts, financial reports, and variance analyses; identify trends, recommend corrective actions, and support informed decisionmaking
  • Implement cost control measures and best practices to optimize project performance, minimize cost risk, and support profitability
  • Conduct regular cost reviews and audits to ensure accuracy, consistency, and adherence to financial policies and procedures
  • Develop and maintain a projectspecific cost management plan outlining cost control processes, tools, and governance requirements
  • Identify project risks and develop, implement, and maintain risk management plans, including mitigation and response strategies
  • Monitor and report on risk status, emerging issues, and mitigation effectiveness to project stakeholders and senior leadership
  • Collaborate closely with project managers, engineers, contractors, and other stakeholders to ensure alignment on project objectives, schedules, and budgets
  • Participate in strategic planning discussions to support optimization of project goals, timelines, and financial outcomes
  • Facilitate project meetings and support effective communication, coordination, and issue resolution across project teams
  • Prepare and present regular project status reports for leadership and project teams, highlighting progress, cost and schedule performance, key trends, and actionable insights
  • Maintain comprehensive and accurate project documentation, including schedules, budgets, forecasts, and reporting artifacts
  • Ensure timely, accurate communication of project information to internal and external stakeholders to support transparency and accountability

Qualifications:

  • 10+ years of experience in Project Controls for large-scale infrastructure projects with a major contractor
  • Degree in Engineering, Construction Management, or related field
  • Proven expertise in cost control, budgeting, forecasting, and schedule integration for complex, multi-phase projects
  • Strong understanding of construction methodologies, contracts, risk management, and change control processes
  • Demonstrated experience working within collaborative delivery models such as CMAR, Alliance, or Target Price agreements
  • Advanced proficiency in Microsoft Excel, Primavera P6, and project management/financial systems (JDE ERP experience preferred)
  • Skilled in developing and managing cost and schedule baselines, performance metrics, and progress reporting frameworks
  • Experienced in claims prevention, negotiation, and dispute resolution through proactive analysis and stakeholder engagement
  • Effective leadership and mentoring capabilities, with a track record of building high-performing, technically proficient teams
  • Strong analytical and problem-solving abilities with attention to detail and a focus on accuracy and compliance
  • Excellent verbal, written, and presentation skills, with the ability to communicate complex data clearly to senior stakeholders
  • Strategic thinker who can align project controls with organizational objectives and long-term business goals

Working Conditions:

Compensation

$119,700.00 - $159,600.00

This is the expected base pay range for this role. Individual base pay will be determined based on a variety of factors including experience, knowledge, skills, education and location.
