Provide support for Behavioral Economist Consulting Services To Redesign Bail Report For The Probation And Pretrial Services Office, Washington, DC. PPSO is seeking to establish services to assist staff on redesigning the pretrial services bond report in a way that reframes the information to accurately reflect a person's risk without including non-relevant information. This modified report will help stakeholders make more objective release recommendations and decisions. The report should emphasize the Pretrial Risk Assessment (PTRA) tool and accurately contribute to appropriate recommendations for release. Specifically, The ProSidian Engagement Team shall provide advice on what information is crucial to the bond decision and how the information should be structured in the report.
The Federal Client is an administrative agency of the United States federal court system established as the central support entity for the federal judicial branch. The project focus is to provide Behavioral Economist Consulting To Redesign Bail Report For The Probation And Pretrial Services Office and to assist staff on redesigning the pretrial services bond report in a way that reframes the information to accurately reflect a person's risk.
Team ProSidian shall provide services for up to five Probation and Pretrial Services Office (PPSO) administrators and other staff. The PPSO is responsible for designing a bond report that meets all of the above requirements. Task Requirements and Descriptions: The Behavioral Economist shall provide consulting services for up to five PPSO administrators and other staff.Â
Judicial Branch Attorney-Advisor - Probation and Pretrial Services Candidates shall work to support requirements for (Probation and Pretrial Services Services) and serve as a ProSidian Criminal Law Policy Staff (CLPS) Member to provide primary staff support for the ProSidian Engagement Team working with Probation And Pretrial Services Office (PPSO) Administrators and Other Staff on Criminal Law in coordination with an initiative to provide Behavioral Economist Consulting To Redesign Bail Report For The Probation And Pretrial Services Office, Washington, DC.
Responsibilities
The ProSidian Judicial Branch Attorney-Advisor is responsible for providing ProSidian staff support with Criminal Law Policy and legal support to establish services to assist staff on redesigning the pretrial services bond report in a way that reframes the information to accurately reflect a person's risk without including non-relevant information. This modified report will help stakeholders make more objective release recommendations and decisions. The report should emphasize the Pretrial Risk Assessment (PTRA) tool and accurately contribute to appropriate recommendations for release. Specifically, The ProSidian Engagement Team shall provide advice on what information is crucial to the bond decision and how the information should be structured in the report.
The principal function is to assist the ProSidian Team in fulfilling the role of the legal adviser with responsibilities that include:
- advising on legal and policy-related matters, analyzing and the various components of the Department of Justice on constitutional and statutory matters; resolving legal questions and providing guidance on authoritative legal opinions; reviewing required factors for judicial consideration under 18 U.S.C. 3142(g), national policies and procedures, and any other factors requested by The Probation And Pretrial Services Office (PPSO).Â
- Assist in reviewing and analyzing general Orders and Regulations related to 18 U.S. CODE 3142 - Release Or Detention Of A Defendant Pending Trial governing activities of the Probation and Pretrial Services Office (PPSO) and the courts, as well as a variety of other duties performed by Criminal Law Policy Staff (CLPS).
Duties of the position include, but are not limited to:
- Providing staff support to the Judicial Conference Committee on Criminal Law.
- Researching, evaluating, and analyzing trends, developments, legal statutes, case law, precedents, and issues affecting the probation and pretrial services system.
- Developing, analyzing, and preparing legal opinions and briefs on pending legislation, policies, practices, and procedures pertaining to criminal law matters.
- Performing various advisory functions as part of The ProSidian team involved with and representing issues before/pertaining to The PPSO on various probation and pretrial services regulations, policies and procedures.
- Working with the ProSidian Team to interpret policies and legislation concerning criminal law and the probation and pretrial services system, including testimony, correspondence, and official reports.
- Coordinating with ProSidian Team Members to develop policies and procedures implementing recommendations pertaining to probation and pretrial services and activities aligned with 18 U.S. CODE 3142 - Release Or Detention Of A Defendant Pending Trial
- Representing ProSidian and PPSO's interests in matters involving analyzing, recommending, implementing, changes related to ProSidian's AO - PPSO Behavioral Economist Services to Redesign Bail Report for the Probation and Pretrial Services Office

Qualifications
Applicants must have demonstrated experience as listed below.
- Bar Membership: Applicants must currently be active members in good standing of the bar of a state, territory, the District of Columbia, the Commonwealth of Puerto Rico, or a federal court of general jurisdiction.Â
- Applicants are responsible for citing minimum qualifications such as J.D. and bar membership information (institution name, state(s) for bar, and dates) on their respective resumes.
- Post J.D. Experience: Applicants must also possess at least two (2) years of post J.D. experience.
Specialized Experience:
- Subsequent to graduation from law school, applicants must have at least one year of specialized experience which is in or directly related to the line of work of this position.
- Specialized experience for this position is demonstrated experience interpreting statutes, regulations, decisional law and opinions, conducting legal research, and/or the preparation of legal memoranda, opinions, legislative proposals, and congressional testimony.
Education
- Applicants must possess a law degree (J.D.) from a law school accredited by the American Bar Association (ABA).
- Qualifying education must have been obtained from an accredited college or university recognized by the Department of Education.
Experience
- Experience with working in State, Local, Federal, or private sector engaging in activities related to policy, and data oversight
- Experience providing direct assistance and counsel in making legal determinations and in writing opinions by researching issues that could come before the court.
- Experience reviewing legal pleadings, hearing transcripts, and other materials in conjunction with the facts and law in a case;
- Experience reviewing and preparing a large volume of high-quality draft decisions and orders following an examination of case records;
- Experience proof-reading written materials for accuracy of factual findings, legal citations, and conclusions of law;
- Experience conducting legal research on questions arising from statutes, regulations, decisions, legislative history, policy guides, and other legal authorities; and
- Experience providing assistance by preparing updates regarding recent decisions of statutes, regulations, and policy guides
- Experience and aptitude in making oral presentations on factual or legal issues.Â
