Program Overview
The DOS ESDA Program supports the U.S. Department of State, Global Acquisitions (GA) on a high-visibility modernization initiative consolidating fragmented governance, sourcing, and platform support into a unified Integrated EDSA Governance & Shared Services Team.
This program streamlines decision-making, enhances transparency, and accelerates technology delivery across ServiceNow, SharePoint, Power Platform, and procurement analytics. The initiative strengthens GA's category management, spend visibility, and enterprise sourcing strategy through data-driven insights and integrated governance processes.
Job Description:
The Strategic Sourcing & Category Lead serves as a senior advisor overseeing federal category management and enterprise strategic sourcing for GA. This role drives GA-wide spend analysis, procurement planning, and sourcing optimization efforts to support modernization and cost-saving initiatives.
The position works closely with PMO leadership, analytics teams, and platform stakeholders to enhance sourcing strategies, improve data visibility, and deliver executive-level insights that inform acquisition planning and decision-making.
Key Responsibilities:
  • Lead federal Category Management and strategic sourcing efforts across GA.
  • Conduct GA-wide spend analysis to identify consolidation, cost savings, and "Buy Smarter" opportunities.
  • Define and document data requirements for Power BI dashboards and analytics teams.
  • Coordinate closely with PMO leadership on enterprise sourcing strategies and procurement planning.
  • Support monthly and quarterly strategic reviews, including sourcing opportunity presentations and savings projections.
  • Partner with the Power BI/Data Specialist to build and validate the Spend Cube, updated monthly using FPDS-NG and PRISM data.
  • Provide sourcing recommendations and contribute to executive-level briefing materials.
  • Serve as a trusted advisor to GA leadership on acquisition planning, market research, and category strategy alignment.
  • Support modernization efforts by aligning sourcing strategies with ESDA governance objectives.
Required Qualifications:
  • Demonstrated experience in federal strategic sourcing or category management.
  • Strong ability to analyze large datasets and translate findings into actionable recommendations.
  • Thorough understanding of the federal procurement lifecycle.
  • Experience collaborating with data and analytics teams to define reporting requirements.
  • Strong written and verbal communication skills with experience engaging senior federal leadership.
  • Bachelor's degree and 10+ years of relevant federal acquisition or sourcing experience.
Preferred Qualifications:
  • Experience with FPDS-NG, PRISM, or federal spend analytics systems.
  • Prior Department of State or federal acquisition program experience.
  • Familiarity with Power BI requirements gathering, dashboard validation, or spend visualization.
  • Experience supporting enterprise modernization or governance transformation initiatives.
