Job description

Overview
Nakupuna Companies is seeking a Pricing Analyst Instructor. The Pricing Analyst Instructor serves as the primary subject matter expert (SME) and educator for cost estimating, pricing analysis, and Planning, Programming, Budgeting, and Execution (PPBE) processes within DTRA's J4 Directorate. This position leads the development, delivery, and continuous improvement of training curricula for Program Managers (PMs) and Contracting Officer Representatives (CORs). Additionally, this position provides technical advisory support for Independent Government Cost Estimates (IGCEs) and other acquisition planning and proposal evaluation methodologies.
Responsibilities
The following reflects management's definition of essential functions for this job but does not restrict the tasks that may be assigned. Management may assign additional duties and responsibilities to this job at any time due to reasonable accommodation or other reasons.
  • Cost Analysis & Technical Advisory (60%)
  • IGCE & Proposal Support: Advise PMs and CORs on drafting rigorous IGCEs and cost/price narratives to evaluate vendor proposal price reasonableness.
  • Methodology Alignment: Guide staff on applying appropriate cost estimation methodologies (e.g., parametric, analogy, engineering estimates, historical data analysis).
  • Appropriation Guidance: Assist teams in navigating rules regarding major DoD funding types, including Operation & Maintenance (O&M), Research, Development, Test & Evaluation (RDT&E), and Procurement appropriations.
  • EAC Trend Analysis: Conduct cost analysis of Estimate at Completion (EAC) trends and provide leadership and stakeholders with expert recommendations.
  • Process Improvement & Tool Development (20%)
  • Tools & Templates: Create, standardize, and maintain cost/pricing tools, standardized templates, financial models, and guidance documents for agency use.
  • Special Projects: Lead cost estimating and PPBE-related working groups, special exercises, and cross-functional acquisition initiatives as assigned.
  • Strategic Advisory: Provide expert input to leadership regarding the financial, administrative, and strategic impacts of proposed acquisition and pricing policies.
  • Curriculum Design & Instruction (20%)
  • Curriculum Development: Design, maintain, and update interactive training materials, programs of instruction (POIs), case studies, and practical scenarios covering Cost & Pricing, IGCE creation, and the PPBE process.
  • Instructional Delivery: Lead classroom and virtual training sessions for PMs, CORs, and acquisition personnel on cost analysis techniques, pricing models, and budgetary compliance.
  • Program Evaluation: Assess training effectiveness, incorporate learner feedback, and continuously update coursework to reflect evolving DoD policies and regulations.

Qualifications
Required Qualifications
  • Instructional Certification: Certification from a recognized military or civilian instructor/teaching program (e.g., DoD Instructor Certification, ATD Master Trainer).
  • Core Acquisition Knowledge: Comprehensive understanding of the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation Supplement (DFARS), Financial Management Regulation (FMR), and DoDI 5000.02 (Adaptive Acquisition Framework).
  • PPBE & Cost Expertise: In-depth knowledge of the DoD PPBE process, IGCE development, cost estimating methodologies, and multi-appropriation rules (O&M, RDT&E, Procurement).
  • Technical Skills: Advanced proficiency in Microsoft Office Suite (Excel, Word, PowerPoint, Project), with emphasis on financial modeling in Excel.
  • Communication & Briefing: Exceptional presentation, written, and oral communication skills, with demonstrated experience briefing senior DoW leadership and/or equivalent.

Education & Experience
  • Education: Bachelor's degree in Business, Finance, Accounting, Economics, or a related field from an accredited institution.
  • Experience: Minimum of 3 (three) years of professional experience as a Cost Analyst, Pricing Analyst, or Program Analyst within the commercial industry and/or DoW and/or federal government acquisition environments.

Clearance Requirement: Secret clearance with the ability to obtain TS and TS/SCI required. Must be a U.S. citizen.
Work Locations: Fort Belvoir, Virginia. This position is currently a hybrid position requiring one to two days per week on customer site at Ft. Belvoir, VA.
Physical Requirements: The ideal candidate must at a minimum be able to meet the following physical requirements of the job with or without a reasonable accommodation:

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation range for this position is $125,000 to $145,000 (annualized USD). The salary range displayed represents the typical salary range for this position and is just one component of Nakupuna Companies' total compensation package for employees.
