Project Controls Manager 

Positional Summary 

The Project Controls Manager is responsible for establishing, implementing, training, and auditing all project controls.  The project controls activities include oversight of all items part of the project lifecycle after award: project kickoff, project setup, project tracking, contract management, change order control, project billing, project reporting, project forecasting, and project closeout. This position works in close partnership with the Project Management and Regional Operations Leadership teams to ensure projects are delivered on budget. 

Key Responsibilities 

Maintain Standard Operating Procedures: 

  • Ensure that standard operating procedures for cost controls are followed 
  • As systems and processes are improved, help ensure standard operating procedure documentation is updated  

Training: 

  • Partner with Area Managers and Regional Director of Planning & Controls to tailor training to regional needs regarding our standard operating procedures 
  • Help update training materials as needed as standard operating procedures are improved over time 
  • Perform regular training to bring all Project Managers and Front-Line Supervisors, both new and existing, up to established standards relative to their position 

Estimating Support: 

  • Support estimating effort as needed and participate in bid reviews to ensure estimates fall in line with historical production, costing, and margins. 
  • Create feedback look to pre-construction of production and cost history as well as project execution best practices to incorporate at the time of bid. 
  •  

Support and enforce SOPs for the following aspects of the project lifecycle: 

  • Construction Kickoff and budget creation 
  • Project schedule creation and updates 
  • Project Setup (Interface requirements, contract setup, and budget setup) 
  • Daily time and productivity entry 
  • Utilization of the purchase order system to track committed cost 
  • Daily, Weekly, and Monthly Costing, Reporting, and Forecasting 
  • Contract management and change order control 
  • Project Billing 
  • Project closeout with lessons learned 
  • Support the month end close process with the following: 
  • Auditing of submitted accruals by project managers and clerks 
  • Aid project managers in the project forecasting process to ensure accuracy 
  • As needed, mobilize to site to conduct project audits, support project performance turnarounds, and perform new staff training 

Project Auditing: 

  • Regularly perform project audits to ensure project managers are adhering to our standard operating procedures; these audits will flow into a pass rate KPI that the regions are measured against 

Qualifications & Core Competencies 

  • Minimum of 10 years of experience in the construction of industrial projects. 
  • Completion of OSHA 30 or equivalent safety training.  
  • Experience with HCSS Heavy Job or similar job costing program. 
  • Experience with P6 or similar scheduling software. 
  • Experience with Viewpoint or similar accounting software. 
  • Proficient with all Microsoft Office products. 
  • Proficiency with technical writing. 
  • Driver's license with a clean driving record and maintenance of such driving record. 
  • Pass Loenbro Background check. 
  • Humble, Hungry and Smart 
  • Physical and mental ability to address the potential hazards on project sites 
  • Minimum of 4 years of experience as a Project Manager in any field. 

Reporting 

The Project Controls Manager reports to the Regional Director of Planning and Controls.
