Job Description Project Engineering Manager - Power Generation Location: Houston, Texas Employment Type: Full-Time, Direct Hire Travel: Periodic travel to project sites, supplier facilities, and testing locations Position Overview An established EPC organization is expanding into the power-generation market and seeking an experienced Project Engineering Manager to help develop and lead this business capability. This individual will provide multidisciplinary engineering leadership for natural-gas-fired power projects, with an emphasis on simple-cycle and combined-cycle facilities. The position will guide engineering execution from initial project development and conceptual planning through detailed design, construction, commissioning, performance validation, and final turnover.
In addition to supporting project delivery, this leader will help establish the people, processes, technical standards, supplier relationships, and execution practices required to grow a successful power-generation engineering organization. Key Responsibilities Power-Generation Practice Development Help build and expand the company's engineering capabilities within the power-generation market. Establish practical engineering procedures, technical standards, workflows, and quality controls.
Assist with recruiting, organizing, and developing discipline leaders and project engineering teams. Support proposals, technical presentations, project pursuits, scope development, estimating, and resource planning. Develop productive relationships with turbine manufacturers, equipment suppliers, engineering partners, contractors, and customers.
Apply lessons learned and proven EPC practices to create a repeatable project-delivery model. Multidiscipline Engineering Leadership Direct and coordinate civil, structural, mechanical, electrical, instrumentation, and controls engineering activities. Align discipline teams around common project requirements, priorities, milestones, and design objectives.
Confirm that individual engineering packages integrate into a complete, functional, and constructible plant design. Provide technical direction while relying on discipline leads for specialized engineering decisions. Resolve design conflicts and cross-discipline issues before they affect procurement, construction, or commissioning.
Project Lifecycle Management Lead engineering work across conceptual studies, feasibility evaluations, FEED, detailed design, procurement support, construction, start-up, and project closeout. Maintain continuity of engineering decisions and design intent as projects move between phases. Define engineering scopes, deliverable schedules, staffing plans, and execution strategies.
Monitor engineering progress, labor-hour performance, outstanding decisions, and critical project risks. Identify potential schedule or design issues early and coordinate corrective action with the appropriate teams. Technical and Design Oversight Oversee the technical development of simple-cycle and combined-cycle power facilities.
Provide plant-level leadership involving gas turbines, steam turbines, heat-recovery steam generators, balance-of-plant equipment, electrical systems, and plant controls. Review major calculations, design packages, equipment specifications, technical evaluations, and vendor documentation. Confirm that plant systems support required capacity, reliability, operability, maintainability, and performance targets.
Ensure engineering work complies with contractual requirements and applicable ASME, API, ANSI, IEEE, NFPA, IEC, ISO, and other industry standards. Constructability and Field Support Incorporate construction sequencing, equipment access, installation requirements, site logistics, and maintainability into engineering decisions. Lead or participate in model reviews, constructability assessments, design reviews, and readiness evaluations.
Work closely with construction leadership to address field questions, design changes, installation conflicts, and technical deficiencies. Support project sites during construction, system turnover, commissioning, and start-up. Balance technical quality with practical cost, schedule, procurement, and construction considerations.
Supplier and Stakeholder Coordination Serve as a primary engineering contact for customers, project leadership, equipment manufacturers, suppliers, and external engineering partners. Lead technical bid reviews and contribute to major equipment and supplier selections. Monitor supplier drawings, data, calculations, and technical submittals against project requirements and delivery schedules.
Communicate engineering status, risks, decisions, and recovery plans to internal and external stakeholders. Support scope clarification, change management, and the technical evaluation of proposed project changes. Commissioning and Performance Support Coordinate engineering support for system turnover, commissioning, operational readiness, and plant start-up.
Help troubleshoot equipment, controls, integration, and performance issues discovered during field testing. Confirm that completed systems reflect the approved design and are ready for operation. Support plant performance testing and the resolution of deficiencies affecting contractual guarantees.
Capture project lessons learned and incorporate them into future engineering standards and execution plans. Required Qualifications Bachelor's degree in Mechanical, Electrical, Civil, or a closely related engineering discipline. At least 12 years of progressive engineering experience involving power-generation or major industrial infrastructure projects.
Significant experience with natural-gas-fired simple-cycle, combined-cycle, or cogeneration facilities. Direct participation in at least one power-plant project carried from engineering and design through construction, commissioning, start-up, and performance testing. Demonstrated success directing multiple engineering disciplines on complex capital projects.
Experience working for an EPC contractor, power-generation developer, owner's engineering organization, engineering consultancy, or major equipment manufacturer. Strong understanding of gas turbines, steam turbines, HRSGs, plant electrical systems, control systems, and balance-of-plant equipment. Experience managing engineering schedules, deliverables, budgets, technical risks, and design-quality processes.
Ability to travel to project sites and supplier locations as required. Preferred Qualifications Professional Engineer license or the ability to obtain one. Experience developing a new engineering team, business unit, market sector, or technical practice.
Background supporting proposals, project estimates, customer presentations, or business-development activities. Experience working with major turbine OEMs such as GE Vernova, Siemens Energy, or Mitsubishi Power. Familiarity with large EPC contracts, procurement strategies, subcontracted engineering, and formal change-management processes.
