About this Job The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Data Center Operations Section. This job title has an assigned pay grade of TS-314.

Req. 224338 The Office of Technology Services (OTS) aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within the Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering skilled and professional staff.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications Five years of experience in information technology or administrative services; OR Six years of full-time work experience in any field plus three years of experience in information technology or administrative services; OR An associate's degree in information technology plus three years of experience in information technology or administrative services; OR A bachelor's degree plus three years of experience in information technology or administrative services; OR A bachelor's degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology or administrative services; OR A master's degree plus two years of experience in information technology or administrative services. EXPERIENCE SUBSTITUTION: Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field.

The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field. NOTE: A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles. Job Duties and Other Information Job Duties: Primary Technical Lead & Core Database Administration Serve as a primary technical lead for complex, enterprise-scale cloud and on-premises database platforms, ensuring high availability, security, performance, and data integrity. Lead migrations, modernization initiatives, upgrades, and implementation of database technologies across supported cloud platforms, including Azure, AWS, and GCP. Operations & Lifecycle Lead installation, patching, automation, monitoring, security administration, performance tuning, lifecycle management, and critical after-hours maintenance for supported database environments.

Establish and maintain operational standards and procedures to support reliable, secure, and efficient database operations. Consultation & Advocacy Consult with leadership, DCO Cloud Administration, customer agencies, and technical stakeholders to establish technical standards, support models, cost-control strategies, and repeatable practices for supported database platforms. Develop and maintain SOPs, technical documentation, and operational guidelines based on industry best practices.

Mentor and train Associate Engineers to strengthen technical expertise and ensure adequate depth of support. Troubleshooting & Customer Support Provide expert-level troubleshooting, problem determination, performance optimization, and technical guidance for highly complex database environments and configurations. Support end users and technical teams through complex incidents, technical issues, and database-related service needs.

PostgreSQL Adoption & Support Lead DCO's strategic adoption of PostgreSQL as an enterprise database platform, including development and support of the PostgreSQL line of service. Establish policies, operational guidelines, and SOPs addressing high availability, disaster recovery, observability, security compliance, and lifecycle management. Design, implement, and maintain automated deployment processes for PostgreSQL environments while assuming lead technical support responsibility for the service.

Backup & Recovery Oversee backup and recovery readiness for on-premises database environments, including recovery validation, procedure maintenance, and coordination with storage, backup, infrastructure, and application teams. Consultation & Project Leadership Lead or serve as a technical lead for large-scale upgrades, migrations, modernization efforts, feasibility studies, and complex troubleshooting initiatives. Develop technical documentation and provide education and guidance to end users and technical teams.

Incident Response & Strategic Initiatives Lead advanced problem analysis and resolution of highly complex database issues, including performance optimization and technical instruction. Execute special projects and strategic planning initiatives that advance database modernization, operational efficiency, and service delivery. Position-Specific Details: Appointment Type: This vacancy will be filled by the promotion of a current, permanent-status Office of Technology Services employee.
