Job description

Responsibilities
We are seeking a highly skilled and innovative Portfolio Manager to join our team in the greater DMV area, supporting the Army National Guard.
Key Responsibilities
  • Direct and coordinate project managers across task areas; enforce standardized project management methodologies (PMI/Agile hybrid).
  • Establish and run portfolio governance: review boards, sync forums, change control, and decision-making processes.
  • Maintain visibility into schedule, cost, risk, scope, and interdependencies across the Integrated Master Schedule (IMS).
  • Chair recurring portfolio synchronization forums to identify conflicts, de-conflict critical paths, and align priorities.
  • Manage portfolio-level resource allocation, capacity planning, and escalation/resolution of cross-project dependencies.
  • Conduct portfolio risk management, develop mitigation POA&Ms, and present tradeoffs/COAs to leadership.
  • Evaluate project performance/maturity, drive corrective actions, and institutionalize continuous improvement.
  • Produce executive reporting, portfolio dashboards, ROMs, and recommendations for prioritization and funding decisions.
  • Mentor project leads and enforce quality standards for deliverables, reporting, and governance artifacts.

Required Qualifications
  • Minimum of 8 years with BS/BA; Minimum of 6 years with MS/MA; Minimum of 3 years with PhD
  • Clearance: TS/SCI (active)
  • Education / Training / Certification: Candidate must meet ONE:
    • Bachelor's degree in Computer Science, Cybersecurity, Data Science, Information Systems, Information Technology, or Software Engineering; OR
    • Relevant DoD/Military training (e.g., Cyber 101; IT Project Manager (Advanced) Playlist); OR
    • Relevant certifications (see list below).
  • Experience: Progressive program/portfolio management experience, including leading multi-project PMOs in DoD or large enterprise environments; demonstrated experience with hybrid PM/Agile governance.
  • Skills: Portfolio governance, IMS/IMS integration, resource/capacity planning, risk management, financial/ROM analysis, stakeholder engagement, executive briefings.

Acceptable Certifications (one or more preferred)
  • RCCE Level 1, CCISO, CCSP, CISA, CISM, CISSP, CISSP-ISSEP, CISSP-ISSMP, DAWIA PM Advanced, FITSP-A, FITSP-M, GFACT, GSLC

Desired / Preferred
  • Prior DoD/Army/ARNG PMO or portfolio leadership experience
  • Experience integrating RMF/RMF authorization milestones, EVM feeds, and acquisition/finance processes
  • Familiarity with Agile at scale, portfolio tools (Planview, Clarity, MS Project Server, Primavera), and cloud modernization initiatives

Target Salary Range
$86,000 - $138,000. This represents the typical salary range for this position. Salary is determined by various factors, including but not limited to, the scope and responsibilities of the position, the individual's experience, education, knowledge, skills, and competencies, as well as geographic location and business and contract considerations. Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay.
