The Precision Strike portfolio is seeking an Associate Director to serve as the Griffin®, HARM®, Maverick® (GHM) Portfolio Program Manager in the Air Dominance SSBU within the Air & Space Defense Systems (ASDS) SBU, reporting to the Precision Strike Portfolio Director. The GHM Associate Director serves as the operational leader and lifecycle owner for the GHM Portfolio of programs. This role carries full P&L accountability and directs capture and execution for production, integration, and sustainment efforts across multiple domestic and international partners.
Responsibilities include high-frequency customer engagements, removing barriers in execution, and creating solutions to complex challenges. In addition, it is expected that the successful candidate will sign EACs and prepare Program Review packages and work to maintain the program's infrastructure. This position will work across all Raytheon functional organizations directing the work of a cross functional team of ~80 people to ensure delivery of products and services in accordance with the contractual requirements. This role offers a unique opportunity on exciting and combat-proven programs. An optimal candidate will have experience in team building, cross functional leadership, factory/supplier process knowledge, and possess a program growth mindset that brings the energy and leadership to drive continuous improvement.
This position will be onsite in Tucson, AZ. Relocation is not available.
Responsibilities to Anticipate:
  • Lead P&L, cost, schedule, and technical execution across a consolidated portfolio of domestic and international contracts.
  • Primary customer interface representing Griffin®, HARM®, and Maverick® program captures and program execution.
  • Develop, inform and achieve AOP goals and LRP strategies for the programs.
  • Build and maintain collaborative relationships with customer counterparts, serving as the primary Raytheon interface to drive strategic alignment and meet or exceed customer expectations.
  • Execute PM cadence (battle rhythm) such as risk review boards, schedule, performance management, customer reviews, IPT/CPT reviews, failure review boards, program management reviews (PMRs), staffing reviews, and decision reviews to achieve contract commitments.
  • Prepare, revise, update, and monitor required documentation and analysis in compliance with contract requirements, RTX Lifecycle Program Management (RLPM), Corporate and Business policies and procedures.
  • Directly support the program risk and opportunity process in accordance with specific financial goals and obligations.
  • Meet contractual commitments including financial, technical, and schedule performance of assigned program(s) within contractual boundaries and company expectations.
  • Propose, monitor, and prioritize NBI (New Business Initiative) yearly budgets and expenditures in accordance with program pursuits and AOP & LRP commitments.
  • Develop program-enhancing partnerships with internal functional organizations (typically organized into integrated product teams (IPTs) and/or cross product teams (CPTs)) including but not limited to Engineering, Contracts, Finance, Procurement/Supply Chain, Manufacturing/Operations, Quality Management, Logistics, Data Management (CDRL support), and administrative functions.
  • Execute a harmonized budget comprised of IRAD, and NBI funding to explore, codify and advance projects relevant to Raytheon capabilities in these program segments.
  • Prepare and manage all required product lifecycle artifacts and reviews.
  • Coordinate customer program reviews in preparation of customer visits.
  • Support contract proposal process to include bidding, gating, negotiation, and start-up efforts.
  • Other duties assigned by the Program Director.
  • Travel both domestically and internationally to facilitate meetings with current or future customers.

Qualifications We Require:
  • Typically requires a bachelor's degree and 12 years of relevant experience OR an Advanced degree and minimum 10 years of experience
  • Experience with factory production of Military Hardware and the subsequent delivery to customers.
  • Experience leading as a program manager or as a functional leader.
  • Experience managing, tracking, and reporting metrics through EAC reviews.
  • Experience leading large, complex, matrixed teams.
  • Ability to obtain an active U.S. government issued security clearance is required within 1 year of start date.

Qualifications We Prefer:
  • Raytheon Program Management Level 5 Certification or ability to receive within 6 months.
  • International experience in the establishment of production factory facilities.
  • International Customer Management, Program Management, and/or Business Management experience.
  • Experience leading cross-functional teams, in the Aerospace and Defense industry.
  • Experience balancing technical, cost, and schedule constraints.
  • Production and/or sustainment program experience, preferably in the aerospace and defense industry.
  • Experience with financial analysis tools and project management tools and/or systems.
  • Working knowledge of Export / Import policies and procedures as well as Security requirements.

The salary range for this role is 157,200 USD - 298,800 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education/training, and key skills.
