Job description

Position Summary:

The Kashia Band of Pomo Indians is seeking an experienced and visionary Tribal Housing Director to lead and oversee the comprehensive housing programs administered through the Kashia Housing Authority. Reporting directly to the Kashia Housing Authority Commissioners and the Tribal Administrator, this leadership position oversees program administration, regulatory compliance, financial management, community engagement, and interdepartmental collaboration. The Tribal Housing Director will play a vital role in advancing the Tribe’s housing goals by promoting sustainable development, strengthening tribal sovereignty, and improving access to safe, affordable, and quality housing for tribal members. The ideal candidate will demonstrate strong leadership, strategic planning abilities, and a commitment to serving the community while upholding the values and mission of the Kashia Band of Pomo Indians.

 

Program Management:

· Leads the planning, implementation, and monitoring of diverse housing programs, ensuring alignment with tribal ordinances and regulatory requirements.

· Provides community engagement during the development of the annual Indian Housing Plan and prepares the plan for Board and Tribal Council Approval.

· Administers policies, plans, and budgets adopted by the Kashia Housing Authority (KHA) Board through diligent oversight and implementation.

· Creates, implements, and reports on program-specific budgets to the KHA Board monthly, ensuring transparency and accountability in financial management.

· Monitors NAHASDA program requirements across all programs, promptly identifying deficiencies and devising corrective actions as necessary.

Financial Management:

· Exercises prudent financial management by overseeing budgetary planning, expenditure monitoring, and grant administration for all housing-related activities.

· Implements program-specific budgets in accordance with KHA Board directives, ensuring efficient resource allocation and adherence to fiscal policies.

· Knowledge of grant writing, grant management and tracking in compliance with government regulations.


Project Oversight and Management:

· Provides overall oversight, management, and occupancy administration for all KHA housing programs, ensuring equitable delivery of housing services to tribal members.

· Leads and manages housing program operations, including project development, project management, environmental review, budget development, and procurement processes.

· Ensures compliance with NAHASDA statute, 2 CFR Part 200 regulations, and applicable KHA policies and procedures.

· Maintains in-depth knowledge of federal housing regulations, NAHASDA requirements, and tribal governance structures to guide program integrity and compliance.

· Demonstrates strong leadership in team management, strategic planning, and housing program development.

· Communicates effectively with internal teams, tribal leadership, and external stakeholders to facilitate collaboration and consensus-building.

· Oversees financial management activities, including budget preparation, fiscal oversight, and grant administration.

 

Qualifications:

Bachelor's degree in public administration, Urban Planning, Social Work, or a related field; or demonstrated work history equivalent, REQUIRED.

Certificate of HUD Admissions and Occupancy, NAHASDA Essentials, and LIHTC.

Minimum of 5 years of progressively responsible experience in housing management, preferably in a tribal or indigenous community setting.

Physical Demands:

This position requires a combination of office and field-based work, with approximately 75% of time spent moving throughout work areas and 25% in clerical tasks. Candidates must have adequate visual ability to use a computer and review printed materials.  The position requires occasional lifting and carrying of up to 50 pounds, as well as the ability to stoop, kneel, reach, and access materials in low or elevated storage areas. Proficiency in operating standard office equipment, including computers, telephones, copiers, calculators, and fax machines, is required.

Welcome! The Kashia Band of Pomo Indians of the Stewarts Point Rancheria is a Federally Recognized Tribe located in Sonoma County of California.
The Kashia Band of Pomo Indians were the first inhabitants of the coastal Sonoma County area around Fort Ross. The Kashia lived in lands that extended from the Gualala River in the North to Duncan’s Point south of the Russian River. From the West, Kashia territory extended from the pacific coast over coastal mountain ranges down the Warm Springs Creek to the confluence of Dry Creek, thirty miles inland. An estimated 1,500 people inhabited this area pre-contact, and migrated seasonally throughout this territory to take full advantage of the resources for their subsistence. By 1870, only 3 villages remained and by 1914, the United States Federal Government began the process of taking land into Trust, establishing the Stewarts Point Rancheria.
