Remuneration: Exempt

The Legislative and Regulatory Rulemaking Director leads developing priority legislative and regulatory initiatives in assigned regions, aligned with enterprise-wide priorities and informed by business impact analysis for RWE Americas. The role will partner closely with government affairs, policy team, wholesale markets team, and business leaders to ensure analysis is completed in a timely manner, reflects business opportunities and informs advocacy plans. The role is part of the broader Policy team and will help develop company positions and identify proactive opportunities to shape outcomes for legislative proposals and regulatory rulemaking.   

Role Responsibilities:

  • Regional Issues Management: Lead issues management for assigned region(s), setting priorities and ensuring high-impact legislative and regulatory issues have clear strategies and execution plans aligned with enterprise and regional business objectives
  • Policy Position Development: Lead the development and refinement of regional policy positions and issue perspectives to shape legislative proposals and regulatory rulemaking, ensuring alignment with enterprise policy direction
  • Strategic Advisory: Serve as a trusted regional advisor to the VP, Enterprise Policy and Regulatory Affairs by providing forward-looking insights, risk assessments, and policy recommendations
  • Issue Monitoring & Insights: Proactively monitor and assess critical legislative and regulatory developments within the region, translating complex policy changes into actionable insights for business leaders
  • Strategy Development & Enablement: Design and drive proactive regional policy enablement strategies that support point of views and long-term objectives
  • Cross-Functional Leadership: Lead regional coordination with Communications, Government Affairs, Legal, and business teams to advance consistent positioning and elevate RWE Americas' thought leadership with key policy influencers
  • Legislative & Regulatory Analysis: Deliver timely, high-quality legislative and regulatory analysis to Government Affairs and business stakeholders to inform advocacy and decision-making
  • External Engagement: Build and sustain strategic relationships with industry organizations and external stakeholders influential on priority policy issues
  • Consultant Oversight: Oversee third-party consultants supporting regional policy work, providing strategic direction, reviewing analysis, and ensuring outputs align with regional and enterprise priorities

Job Requirements and Experience:

  • Bachelor's degree in policy management, political science or another related field required 
  • Advanced degree (Juris Doctor, Public Policy) preferred
  • Minimum 10 years of policy/regulatory experience conducting analysis and business impact assessments
  • Proven demonstration of developing policy and/or regulatory positioning recommendations for senior leaders and executives
  • Demonstrated experience leading or influencing regulatory rulemakings, including: 
    • Drafting or shaping formal comments
    • Engaging directly with regulatory agencies
    • Responding to proposed and final rules
  • Experience managing complex, multijurisdictional regulatory frameworks (federal and state; regional experience is a plus)
  • Proven ability to lead and mentor senior level staff and cross functional teams 
  • Minimum five years of energy industry experience
  • Demonstrated experience working in government policy, legislative and/or regulatory affairs 
  • Demonstrated ability to navigate complex, competing perspectives to broker compromise and drive practical solutions that advance enterprise business outcomes
  • Ability to communicate and influence effectively to multiple levels in the organization, including senior leadership
  • Ability to collaborate and partner effective on shared outcomes 
  • Ability to build and maintain relationships with key stakeholders internally and externally
  • Strong analytical and problem-solving skills
  • Demonstrated ability to work in ambiguity and communicate effectively with team members 
  • Strong negotiation and consensus building skills 
  • Ability to balance advocacy with compliance and risk management 
  • Comfortable representing the organization publicly on policy and regulatory matters

Pay range: The annual base salary range for this position in Illinois is $200,000 - $230,000. The listed salary range represents our good faith estimate for this position and represents the range for new hire salaries across all U.S locations. Please note that the salary information is a general guideline only. RWE considers factors such as (but not limited to) scope and responsibilities of the position, candidate's education & work experience, training & certifications, and key skills as well as market and business considerations at the time of the offer.
