We are seeking a seasoned and strategic Senior Policy Analyst to join our team inย VICTORIA, British Columbia, Canadaย to play a pivotal role in shaping the future of pension plan governance.

The Senior Policy Analyst will lead the development, analysis, and implementation of policies and directives that guide the administration of pension plans. This role is central to advising pension boards, the corporate board, and executive leadership on legislative and policy matters, while also driving the creation of new policies and reviewing amendments to plan rules and corporate directives.

You'll be responsible for presenting to pension boards of trustees and committees, identifying and analyzing emerging issues, designing research and project methodologies, and resolving complex cases involving plan members and employers. This is a high-impact role that demands deep policy expertise, excellent communication skills, strong analytical thinking, and the ability to navigate complex regulatory environments with confidence and clarity.

This position is located in our Victoria, BC office. You will have the flexibility to work part of the time on-campus and part of the time off-campus. The requirement for on-campus presence is a minimum of 40% of your schedule in a month.ย

Services include providing plan information to members and employers, managing contributions and member records, paying pension benefits, and providing policy, financial and communication services to plan boards. We are a community of dedicated professionals who share common beliefs about client service and a desire to make our organization an even better place tomorrow than it is today.
The Policy and Plan Innovation Branch provides pension policy and thought leadership advice to a diverse group of clients, including the pension boards of trustees and corporation staff. The branch prepares amendments to pension plan rules; corresponds with Canada Revenue Agency (CRA) and BC Financial Services Authority (BCFSA) on registration and compliance matters; negotiates, reviews and drafts portability agreements; prepares appeal reports; reviews external communications material; and provides policy development advice and development services on a variety of benefit administration issues.The branch leads the Plan Innovation Program for the corporation, supporting corporate-wide strategic priorities and delivering key compliance initiatives for the plan boards.

Must have

  • Master's degree in a related field (pension administration, public administration, business administration, law, economics or social sciences) and two years of related experience; OR Bachelor's degree in a related field (pension administration, public administration, business administration, law, economics or social sciences) and five years of related experience
  • Related experience must include the following:ย 
    • Concisely and persuasively writing a wide range of documents/content such as briefing notes, issue papers, research papers, memos, and/or executive summaries.
    • Presenting briefings and making recommendations to decision makers on complex problems.
    • Planning and coordinating complex projects/assignments.
    • Researching, analyzing and applying policy.
  • An equivalent combination of education and experience may be considered.

Nice to have:

  • Experience in pension administration.
  • Experience developing policy, legislation and/or regulation.
  • Experience researching, analyzing, applying, and/or developing pension-specific policy.
  • Experience providing legal, policy or governance advice to boards or committees.
  • Experience presenting to executives, boards or other senior officials.
  • Law degree and/or member in good standing of the Law Society of BC or eligible for membership.

Knowledge, Skills and Abilities

  • Excellent policy research and inquiry skills, including the ability to review and critically analyze complex policy issues, and the ability to identify and analyze the ramifications of proposed actions and responses.
  • Ability to analyze emerging issues, legislation and rule changes and apply research methodologies.
  • In depth knowledge of policy development practices applicable to public and private sector organizations operating in a complex legislative environment, including the related decision making process.
  • Excellent oral and written communication skills, including the ability to compose clear and concise briefing materials, and to present such materials at senior levels.
  • Excellent interpersonal skills, including the ability to facilitate constructive discussion.
  • Ability to establish and maintain strong working relationships with board members and staff in the corporation.
  • Ability to coordinate and lead project teams in the implementation of initiatives.
  • Ability to manage multiple projects and priorities in a dynamic environment.
  • Strong organizational skills and the ability to manage changing priorities and tight deadlines.
  • Proven ability to work effectively, independently and cooperatively with internal and external stakeholders.
  • Ability to manage resources to achieve branch/program goals and objectives, including the ability to effectively negotiate with executive and senior staff on policy recommendations and deliverables.
