Job description

Overview

Provides a wide range of duties focusing on providing support and expertise to League members. The highly skilled and experienced candidate will provide independent analytic duties to develop analyses, recommendations, and reports for League and Fund management and draft fiscal impact reports and testimony to legislative committees on League and municipal policies, budgets, performance goals, and requests. This role is crucial for effective functioning and leadership development within municipal operations.

Reporting Structure

Works under direct supervision of the Director of Policy and Education.

Responsibilities
  • Conducts research on policy issues affecting municipalities.
  • Analyzes legislation to assess their impact on municipalities.
  • Develops detailed policy briefs, white papers, program evaluations, and other reports on issues of importance to municipalities.
  • Tracks and monitors legislation and other policy developments impacting municipalities.
  • Supports planning, organization, and execution of training and education programs for League members, including development of curriculum and content.
  • Works closely with municipal members, including clerks, managers, elected officials, and others, to assess their needs and provide tailored support and guidance; including serving as liaison for League subsections.
  • Supports League lobbying efforts, including preparing briefing materials, conducting research and analysis, and testifying for legislative committees or other stakeholders.
  • Contributes to the Leagueโ€™s quarterly newsletter and legislative bulletins.
  • Updates relevant content on the League website.
Qualification Considerations
  • Bachelorโ€™s degree in related field (public policy, political science, law, business, economics, accounting) required. Masterโ€™s degree in related field preferred.
  • Analytical skills โ€“ strong analytical skills, ability to identify relevant data and information, analyze and synthesize complex information. Familiarity with Excel and other analytical and database tools.
  • Communication skills โ€“ excellent written and verbal communication skills, ability to present complex information in clear, concise format, ability to tailor information to appropriate audiences.
  • Organizational skills โ€“ strong attention to detail and time management, ability to deal with several areas of operations at the same time.
  • Policy expertise โ€“ knowledge of policy issues relevant to local governments, e.g. tax policy, public safety, land use and zoning, grants management, and/or other areas of municipal policy and operations.
  • Knowledge of legislative process and legislative advocacy; prior legislative work experience preferred.
  • At least five years in related role.
Pay Range

The position of Senior Policy Analyst has a pay range of $90,000 to $130,000. Starting compa-ratio will be commensurate with qualifications possessed by the person hired and shall progress with development of relevant expertise and performance in the role.
