Introduction
The Department of Health Services (DHS) , Mendota Mental Health Institute (MMHI) is recruiting to fill a Communications Policy Analyst position.
MMHI is located on the north side of Madison and offers a beautiful campus environment, convenient free parking and an onsite workout facility. MMHI is an inpatient psychiatric facility, with one outpatient program, specializing in serving patients with complex psychiatric conditions, often combined with certain problem behaviors. MMHI is an integral part of the entire Wisconsin mental health service delivery system.

Position Summary
As the Communications Policy Analyst, you will be responsible for designing, managing and improving communication systems related to key MMHI initiatives. You will focus on improving awareness of and compliance with policies and procedures, improving employee engagement, and creating a workplace culture which incorporates shared governance, employee feedback, and accountability. Additional responsibilities include:
  • Supporting functions of planning, performance management, and organizational measurement, innovation and improvement to ensure that MMHI achieves its mission and vision,
  • Working with administrative systems and interdisciplinary teams to support a network of activity and project coordination within and across MMHI ensuring the consistent and appropriate application of practices, policies and procedures,
  • Coordinating and leading communication related quality improvement activities,
  • Using accepted quality management methods for evaluating, managing and improving the organization, including developing performance measures, presenting leadership summary reports, conducting cause and effect analysis, and facilitating organizational review of projects, indicators, and outcomes,
  • Participating in the development and monitoring of regulatory and accreditation plans of corrections as requested which could include interacting with regulators from CMS, DQA, The Joint Commission and other regulatory bodies,
  • Coordinating interpretation and translation services for patients, oversight of the MMHI strategic plan, and assisting with data driven measures.

Salary Information
The starting pay is between $39.00 and $40.24 per hour (approximately between $81,100 and $83,600 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.
Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Program and Policy Analyst Advanced and is in pay schedule and range 07/03.
Job Details
All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.
DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire. DHS is not an E-Verify employer nor a STEM-OPT eligible employer.
Qualifications
Minimally qualified applicants will have all of the following:
  • Experience designing, implementing, and reviewing communication initiatives within a large organization (i.e., 500 employees or more).
  • Experience evaluating programs for regulatory compliance with required mandates, policies, or standards.
  • Experience developing, implementing, or managing quality improvement principles and projects.
Well-qualified applicants will also have one or more of the following:
  • Experience creating communication or training materials for programs within a healthcare setting.
  • Experience interpreting or applying Wisconsin State laws related to forensic and civil mental health commitment and care within a facility setting.
  • Experience organizing survey materials for accrediting bodies (e.g., The Joint Commission, Division of Quality Assurance, etc.) and developing plans of correction.
  • Experience coordinating communication services for individuals with Limited English Proficiencies.
