Purpose

Responsible for overall management of an effective damage prevention program and support of relevant activities associated with the Company's Public Awareness Plan. Additional responsibilities include management, coordination and oversite of internal locator training/qualification. A comprehensive cross-bore remediation & avoidance program, regional excavator dig safely education, and the Emergency (Response) Plan. On the Company's behalf, liaise as necessary/required with stakeholders (first responders, municipal officials, excavators and internal resources) on issues associated with damage prevention, cross-bores, emergency response, outreach and education. Responsible for conducting investigations on all excavation related damages to Liberty’s subsurface installations, identifying and marking the location of our utilities to minimize damage or disruption of service due to construction excavation activities. To help implement our companies Damage Prevention Program including performing patrols, locates, and construction and excavation inspections. 

Accountabilities

• Administer Damage Prevention Program through review of locate tickets, consulting on facility locates with internal and external excavators, and completing reports. As well as administer the comprehensive cross-bore program. 

• Adapt the Damage Prevention Program as the program progresses based on analyzing the effectiveness of the program. 

• Present and Educate external and internal stackholders the importantence of Damage Prevention, 811 program, and the basics of natural gas safety. This will include crowd sizes upwards of 300 people. This will also include locator training/qualifications. 

• Develop and administer excavator education programs to ensure compliance and system integrity by preventing losses associated with damaged facilities. 

• Network with local excavators and provide them with construction site support with regards to digging near any pipeline facility. 

• Provide oversight and inspection to ensure asset protection and compliance with Company procedures for excavation activities near pipeline facilities. 

• Responsible for detailed damage investigations and documentation to support recovery. 

• Resposible for report outs on damages to management and maintaining reports 

• Develop deep understanding and proficiency with Georgia 811 law. 

• Perform special projects as assigned on behalf of Tech Services. Projects may include but not limited to; development of new guidelines/technical documents, special capital project support, integrity management support, etc… 

• Actively participate in safety programs and initiatives, participate in the development of O&M Procedures, Site Specific Procedures, project scopes and work plans.
