Job description

This position serves as a Security Assistant in the Personnel Security Unit, and is to perform security-related functions in support of the Network Personnel Suitability and Credentialing Program within the VISN 16 shared services unit. This position also entails Personal Identity Verification Program (PIV) responsibility, which is a Government-wide identification standard for identity credentials issued by the Federal Government to its employees, contractors, affiliates, and volunteers.
Qualifications:To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/08/2026.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement.
  • For a GS-5 position, employees may be advanced without a time restriction if the position is no more than two grades above the lowest grade held in the preceding 52 weeks..
  • For a GS-6 position, you must have served 52 weeks at the GS-5 grade level or above.
  • For a GS-7 position, you must have served 52 weeks at the GS-6 grade level or above.
The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below:


GS-05 Level

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Performing office work and database maintenance;
    • Performing standard and non-standard assignments involving different and unrelated processes or methods in varying sequence;
    • Resolving non-recurring problems and meeting deadlines; Following guidelines in the form of instructions, manuals, and regulations.

  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed four (4) years of education above the high school level. This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. One year of full-time undergraduate study is defined as 30 semester hours, 45 quarter hours.

  • Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 4 academic years above high school leading to a bachelor's degree. When education is used to meet specialized experience requirements at grade GS-5, the level of the course work must have been equivalent to at least the junior- and senior-year levels of a baccalaureate program.

GS-06 Level
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Performing office work and database maintenance to include VA CABS;
    • Registering and enrolling PIV Applicants by evaluating applicant eligibility and identity, taking and/or scanning applicant photo and fingerprints;
    • Submitting fingerprints to FBI and/or submitting investigation forms to OPM;
    • Verifying investigation results;
    • Approving or denying PIV card requests.

GS-07 Level
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Initiating, reviewing, and approving background cases for release;
    • Review position risk sensitivity levels;
    • Reviews information submitted by the requesting office to validate level of background required;
    • Enters appointee information into a local data base tracking system and refers appointee for fingerprinting; Maintains logs of current employees who are in public trust positions and ensures reinvestigations are initiated;
    • Reviewed and released using e-QIP within the required timeframe as per policy;
    • Takes and transmits electronic fingerprints;
    • Enters appropriate data in required databases related to an appointee's suitability from a wide variety of sources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, and carrying of light items such as papers and books. No special physical demands are required to perform the work.
