Threat Tec is seeking an experienced Personnel Security Specialist to support the 89th Attack Squadron at Ellsworth Air Force Base, South Dakota.
The Personnel Security Specialist will administer personnel-security and Sensitive Compartmented Information access requirements for approximately 200 assigned personnel. Responsibilities include clearance tracking, SCI indoctrinations and debriefings, personnel-security records, foreign-travel processing, visit requests, badge administration, security-awareness training and coordination with Air Force security organizations.
The successful candidate must possess strong attention to detail, sound knowledge of Department of Defense and Intelligence Community personnel-security requirements, and the ability to independently manage sensitive records and time-critical security actions.
Essential Duties and Responsibilities
  • Conduct SCI indoctrinations, security briefings and debriefings for assigned personnel.
  • Create, maintain and audit SCI indoctrination and personnel-security folders.
  • Process interim SCI access requests and other access actions required to support operational needs.
  • Monitor security clearances, eligibility, access status, reinvestigations and continuous-evaluation requirements.
  • Update personnel-security information in DISS, JPAS or designated successor systems.
  • Process and track foreign-travel notifications and required pre-travel and post-travel documentation.
  • Prepare, submit and track visit-access requests for personnel traveling to other classified or SCI facilities.
  • Create, issue, recover and destroy access-control and SCI facility badges as required.
  • Maintain badge rosters and Alarmed Facility Access Authorization documentation.
  • Process personnel in-processing, out-processing and access termination actions.
  • Draft, submit and track security incident reports involving SCI access or personnel-security matters.
  • Maintain Security Information Files and For-Cause review or discharge documentation.
  • Train Special Security Representatives and other designated personnel on security responsibilities and reporting requirements.
  • Administer the unit SCI security-awareness program.
  • Distribute annual security-awareness training and maintain accurate completion records.
  • Update personnel-security and access-control portions of SCIF Standard Operating Procedures and Emergency Action Procedures.
  • Support the proper handling, accountability and destruction of SCI materials.
  • Participate in internal security reviews, Staff Assistance Visits and external inspections.
  • Prepare and submit recurring and annual personnel-security reports.
  • Ensure compliance with ICD 704, applicable Security Executive Agent Directives, Department of Defense manuals, Air Force instructions and ACC/SSO guidance.
  • Coordinate with unit security managers, the installation security office, Security Forces, AFOSI, ACC/SSO and other designated security organizations.
  • Prepare memoranda, reports, forms, correspondence and briefings in accordance with Air Force administrative-writing standards.
  • Establish and maintain secure paper and electronic filing systems.
  • Monitor security suspenses and ensure all actions are completed within Government-established timelines.
  • Respond to personnel-security questions from assigned military members, civilians, contractors and leadership.

Required Qualifications
  • Active and current Top Secret clearance with Sensitive Compartmented Information eligibility.
  • U.S. citizenship.
  • At least one year of experience working within a TS/SCI facility.
  • At least one year of dedicated personnel-security experience involving clearance processing, indoctrinations, debriefings, access management or security records.
  • Proficiency using DISS, JPAS or designated successor personnel-security systems.
  • Working knowledge of SCI eligibility, access, indoctrination and reporting requirements.
  • Ability to manage sensitive personnel information and protect Privacy Act and classified records.
  • Proficiency with Microsoft Word, Excel, PowerPoint and Outlook.
  • Ability to accurately prepare and maintain databases, rosters, reports and tracking tools.
  • Strong written and verbal communication skills.
  • Ability to work independently, prioritize multiple requirements and meet Government suspenses.

Preferred Qualifications
  • Personnel-security experience in a U.S. Air Force, Department of Defense or Intelligence Community environment.
  • Experience managing SCI access and personnel-security records for an organization of 100 or more personnel.
  • Previous experience serving as a Special Security Representative, Unit Security Manager or member of a Special Security Office.
  • Familiarity with ICD 704, Security Executive Agent Directives and Air Force personnel-security guidance.
  • Experience with DCSA clearance-processing pipelines, investigation requests, electronic questionnaires and adjudication tracking.
  • Experience creating and tracking security incident reports.
  • Experience administering foreign-travel and foreign-contact reporting programs.
  • Prior Air Force military or Department of Defense civilian security experience.
  • Completion of personnel-security training through CDSE or another recognized Department of Defense security-training program.

Education
  • High school diploma or equivalent required.
  • Associate or bachelor's degree in security management, criminal justice, intelligence studies, homeland security or a related discipline preferred.
  • Relevant military training and personnel-security certifications may be considered in place of formal postsecondary education.

Work Location and Schedule
  • Work will be performed on-site at Ellsworth Air Force Base, South Dakota.
  • Standard operating hours are anticipated to be 7:30 a.m. through 4:30 p.m., Monday through Friday.
  • Routine telework is not authorized.
  • Limited telework may be authorized during installation closures or severe-weather events.
  • Local travel within approximately 50 miles of Ellsworth AFB may be required.
  • No routine temporary duty travel is anticipated.

$45,000 - $85,000 a year
This position is contingent upon contract award, funding, and/or customer approval. The anticipated salary range is $45,000-$85,000 annually. Final compensation will be determined based on the awarded labor category, work location, candidate qualifications, security clearance, certifications, internal equity, and applicable contract requirements.
