Terracon is seeking an experienced Air Compliance Permitting Specialist to join our Team in Little Rock!
Are you an air permitting expert ready to make a real impact? Terracon is seeking an experienced Air Compliance Permitting Specialist to lead and grow our environmental compliance practice in Little Rock, with reach extending regionally and nationally. You'll own client relationships, mentor environmental professionals, and drive the strategic direction of our air permitting sector across oil & gas, manufacturing, power generation, data centers, and industrial markets. Day-to-day, you'll lead compliance efforts, prepare proposals and cost estimates, review deliverables for quality, and champion marketing initiatives.
The ideal candidate is already established in the Arkansas air permitting market with strong technical expertise and proven leadership skills. At Terracon, you won't just do the work - you'll help define it. Apply today!
The individual should be highly specialized and have solid experience in Arkansas air permitting, including:
  • Title V permits
  • Permits by Rule
  • New Source Review (major and minor sources)
  • Air permitting applicability determinations and permitting strategy
  • Emissions calculations (criteria pollutants, HAPs, GHGs)
  • Review and preparation of complex permit applications
  • Oversight of air dispersion modeling (even if performed by others)
  • Regulatory analysis and interpretation
  • Agency coordination and negotiation with TCEQ
  • Client-facing technical discussions and strategy development

The individual should have general knowledge of other regulatory compliance areas as listed below:
  • Stormwater (municipal, industrial, construction)
  • RCRA/Hazardous waste
  • Oil Storage/SPCC plans
  • SARA Title III (Tier II/TRI) reporting
  • Industrial wastewater

Responsibilities
Essential Roles and Responsibilities:
  • Grow and expand existing environmental compliance services with a focus on the air permitting practice
  • Prepare calculations, applications, plans, reports, proposals, and other deliverables,
  • Manage projects and staff to ensure quality and timeliness,
  • Understand the local and regional market
  • Develop strong working relationships with clients,
  • Develop proposals in response to RFPs and client requests,
  • Participate in the development of local and regional marketing strategies,
  • Support safety efforts to promote safety rules and guidelines, and
  • Evaluate problems and develop practical solutions that enable our clients to achieve and maintain compliance with environmental regulations.

Qualifications
Requirements:
  • Bachelor's degree in Chemical Engineering (preferred), Environmental Engineering, Environmental Science, or environmental-related discipline (Master's degree preferred)
  • Minimum 10+ years of experience in a full-time regulatory compliance consulting role
  • Demonstrated a high level of technical writing ability
  • Excellent analytical and communication skills
  • Strong working knowledge of Microsoft Excel and Word
  • Valid driver's license with acceptable violation history
  • 40-Hour OSHA HAZWOPER and current 8-Hr refresher preferred
