Purpose
This position serves as a critical data, research, and reporting resource for the Water Resources Service Center, helping transform information into insight, insight into action, and action into better public service. The Senior Management Analyst develops dashboards, reports, research products, and recommendations that support leadership decision-making, operational improvement, budget planning, accountability, and organizational performance. When assigned to major utility technology initiatives, including the AMI Smart Meter Project, the position also helps protect the accuracy and reliability of customer account, meter, and billing data, supporting one of the City's most essential public services.
Essential Job Functions
• Assists in the administration of department and service center budgets, including budget monitoring, analysis, reporting, forms, program requests, and coordination with departmental personnel on budget issues.
• Provides professional analytical support to the Chief's Office, department leadership, and service center staff by identifying, defining, analyzing, and recommending solutions to management, budgetary, operational, and organizational issues.
• Serves as a lead data analytics, research, and reporting resource for the Chief's Office; develops and maintains recurring reports, executive summaries, trend analyses, performance measures, dashboards, and data visualizations to support operational oversight and strategic decision-making.
• Collects, reviews, validates, reconciles, and maintains data from multiple internal and external sources, including utility billing systems, work order systems, AMI/smart meter systems, spreadsheets, financial systems, GIS/spatial data, and other service center databases.
• Supports AMI Smart Meter Project implementation by working with the AMI Administrator and project team to enter, validate, reconcile, and maintain required meter information in the utility billing database and related systems.
• Reviews AMI-related meter and account data for accuracy, completeness, and consistency, including meter numbers, service addresses, customer account linkages, meter sizes, meter types, meter points, meter design, endpoints, installation status, and other required fields; researches and resolves discrepancies in coordination with AMI, Utility Services, Water Distribution, vendors, and other staff.
• Assists with AMI project tracking and reporting by preparing installation, retrofit, exception, account update, and data quality reports; monitors outstanding issues and supports corrective actions needed to ensure customer accounts are accurate and current.
• Conducts studies related to managerial, budgetary, utility, technology, and organizational issues designed to improve administrative and operational cost effectiveness; conducts field visits as needed; obtains and analyzes facts about departmental organization, staffing, equipment, procedures, workload, and performance outcomes.
• Prepares a variety of routine and special reports; summarizes data in clear oral, written, tabular, dashboard, or graphic formats; prepares briefing materials, presentations, policy and procedure documents, instructional materials, and other decision-support products.
• Reviews and provides feedback on service enhancement requests, program improvement requests, staffing justifications, organizational changes, operating procedures, and other administrative proposals submitted by departments.
• Reviews and updates organizational charts, personnel schedules, staffing rosters, and related workforce documents for accuracy and changes; supports analysis of staffing levels, vacancies, turnover, workload, and service delivery needs.
• Assists in the supervision, coordination, maintenance, and reporting of personnel records, leave accounting, accounts receivable, accounts payable, inventory control, records management, payroll system information, and distribution activities as assigned.
• Manages, maintains, and improves database programs, spreadsheets, reporting tools, data repositories, and the integration of automated systems used to support service center administration and utility operations.
• Prepares payment vouchers for services, office supplies, professional services, software, training, and project-related needs as assigned.
• Performs other related duties as assigned.
Minimum Qualifications
Bachelor's Degree in Business Administration, Public Administration, Data Analytics, Information Systems, Planning, or a closely related field; with four (4) years of management analysis, budget analysis, administrative analysis, utility operations support, data analytics, research, reporting, or community/urban planning experience that includes gathering, reviewing, validating, interpreting, and presenting complex data; using database or reporting software programs; preparing comprehensive written reports; and supporting operational or organizational decision-making; or any equivalent combination of education, training, and experience.
Preferred Qualifications: • Experience supporting a public utility, water/wastewater/stormwater operation, customer billing operation, AMI/smart meter program, asset management program, or major technology implementation project.
• Experience using Microsoft Excel, Power BI or comparable business intelligence tools, GIS/spatial data, work order systems, utility billing systems, or other enterprise databases.
• Experience developing dashboards, performance measures, executive reports, process documentation, data quality reviews, and cross-departmental issue tracking tools.
Additional RequirementsBackground investigation, including supervised drug screen, post-offer/pre-employment medical screen, and verification of education, certifications, and licenses required prior to employment.

• Skill in coordinating with internal departments, vendors, project teams, and leadership to resolve data, reporting, account, billing, and process issues.
• Skill in oral and written communication, including the preparation of executive summaries, reports, presentations, policies, procedures, and briefing materials.
• Ability to manage multiple priorities, maintain accuracy, protect sensitive information, meet deadlines, and exercise sound judgment with limited supervision.
MINIMUM STANDARDS:SUPERVISORY CONTROLS: Work is performed under the limited supervision of the Water Resources Chief, or designee. The supervisor reviews completed work for compliance with procedures, accuracy, analytical quality, and the nature and propriety of final results.
GUIDELINES: Guidelines include City rules, regulations, policies, and procedures; standard operating procedures; budget and purchasing requirements; personnel policies; records retention requirements; utility billing and customer account procedures; AMI/smart meter project procedures; and policies and procedures for computer system usage. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY: The work consists of varied management, analytical, reporting, database, and project support duties. The position requires the application of a variety of procedures, policies, precedents, and analytical methods, as well as the ability to adapt standard methods to fit facts, conditions, and evolving operational needs.
SCOPE AND EFFECT: The purpose of this position is to support management of department budgets, records, data systems, reporting, and special projects; ensure accurate data used for customer accounts and service center decision-making; and recommend improvements to administrative and operational processes. Successful performance contributes to the efficiency, accuracy, accountability, and effectiveness of department and service center operations.
PERSONAL CONTACTS: Contacts are typically with co-workers, department staff, other City personnel, vendors, consultants, project team members, and the general public.
