Job Summary:

This position supports community health by delivering presentations on evidence‑based prevention, education, and early intervention services related to substance misuse, problem gambling, and harm reduction. This position builds local prevention capacity through collaboration with schools, coalitions, and community partners; provides training and technical assistance; supports data‑driven planning and evaluation; and conducts outreach to increase public awareness.

Key responsibilities include presentations in the community to schools and community organizations, coordinating naloxone and harm‑reduction resource distribution, managing opioid settlement fund reporting, and supporting countywide opioid use disorder abatement strategies. The role also ensures accurate documentation, regulatory compliance, and completion of required screenings and trainings. Regular local travel and occasional evening or weekend hours are required.

Essential Job Functions:     

Community Partnerships & Prevention Presentations 

• Coordinate with community groups, coalitions, schools, and agencies to deliver prevention and early‑intervention services.
• Provide information and technical assistance to the community on evidence‑based substance use, tobacco, and problem gambling prevention strategies.

• Promote community naloxone trainings and contribute prevention content to program webpages & social media account.

Harm Reduction & Overdose Prevention

• Serve as primary contact for naloxone and other harm‑reduction supply distribution.
• Maintain inventory databases and submit required state/federal reports.
• Develop outreach strategies for harm reduction and overdose prevention.
• Support the administration of county opioid settlement funds in compliance with state and national requirements.
• Prepare required reports and support public information campaigns.
• Recommend funding allocations and review contracts in coordination with leadership.

Data, Evaluation & Reporting

• Collect and analyze overdose and prevention program data; recommend improvements.
• Support public awareness campaigns using media and evaluation tools.

Public Representation & Administrative Responsibilities

• Represent county opioid mitigation and prevention efforts.
• Complete required professional trainings, perform additional duties as assigned, and travel within Cumberland and Perry Counties, including occasional evening and weekend work.

Screening, Compliance & Professional Development

• Conducts Court Reporting Network (CRN) screenings for DUI offenders and records information in the PennDOT online database; completes required CRN training.
• Complies with all state and federal laws regarding client confidentiality and substance misuse and tobacco services in school and community settings.
• Successfully completes required professional trainings to meet state requirements and enhance skills related to prevention and intervention programming, with emphasis on evidence‑based practices.
• Other Duties as assigned. 

Minimum Requirements to Perform the Work:

Education:

• Bachelor’s degree in health education, Education, Psychology, Counseling, Human Services, Social Work, Behavioral Services or related field.
• Master’s degree Preferred
• Certified Prevention Specialist or Certified Recovery Specialist or other certification through PA Certification Board preferred 

Work Experience:

• At least three years of experience in substance use disorder services.  prevention, early intervention, or case management
• Community coordination experience preferred
• An equivalent combination of training and experience may be accepted.  Related education may be substituted for the required experience, and appropriate experience may be substituted for the required education.

Clearances:

• Prior to employment candidate must receive clearances from: PA State Police, FBI, PA Child Abuse Registry, and Office of the Inspector General.  These clearances must be maintained throughout employment. A TB test to be conducted prior to delivering programming in the school setting.

• Meet the minimum experience, education, and training for the job.
• Meritorious service: defined as the absence of any discipline above the level of written reprimand during the 12 months preceding the closing date of the posting.
