Brief Job Description:
Under the direction of the SMO Tools & Technology Manager, performs data analysis, dashboard development, and reporting support for the Enterprise Helix Platform. Uses Helix Dashboards and related reporting tools to analyze performance data, identify trends and data quality issues, develop reporting standards, and support data-informed decision-making across SMO and HHS IT initiatives. Serves as a subject matter expert for dashboard design, data integrity, data extraction, and reporting practices. Coordinates with stakeholders to define reporting needs, improve dashboard usability, and deliver clear, accurate, and actionable performance reporting.
Essential Job Functions (EJFs):
Analyzes and visualizes data using Helix Dashboards and related reporting tools to support Service Management Office Enterprise Helix Platform data support. Compiles, queries, and validates monthly and quarterly performance measure data. Monitors dashboard metrics and trends to identify systemic issues, risks, and performance gaps. Develops, implements, and evaluates data quality measures to improve data integrity and reporting accuracy. Interprets data patterns and trends to support performance management across Enterprise Helix Platform and HHS IT initiatives. Serves as a subject matter expert in data integrity, dashboard design, data extraction, and reporting practices. Identifies and resolves gaps, anomalies, inconsistencies, and redundancies within performance data. Refines dashboards and reporting outputs to ensure clarity, usability, and actionable insights. (40%)
Develops and maintains dashboards, reports, and written project updates. Establishes and supports standards, governance, and best practices for Helix Dashboard usage, including reporting guidelines and data management procedures. Defines and implements data and reporting standards to ensure consistency and reliability. Analyzes trends and resolves operational issues related to performance data and reporting. Coordinates with internal and external stakeholders to collect, organize, analyze, and deliver data in response to reporting requests. Prepares clear and concise technical reports and dashboard summaries to support decision-making. Recommends improvements to data collection processes and dashboard methodologies. (30%)
Participates in the development and implementation of projects related to research, evaluation, and dashboard-based analysis for quality assurance and performance management initiatives supporting the Enterprise Helix Platform. Participates in and contributes to workgroups, stakeholder meetings, and reporting discussions. Facilitates meetings and collaborates with stakeholders to define reporting needs and performance measures. Attends meetings, webinars, and training events to maintain knowledge of performance measurement practices and Helix Dashboard capabilities. (20%)
Consults with internal and external stakeholders to define reporting requirements, improve dashboard design, and enhance visibility into performance metrics and operational outcomes. (10%)
Knowledge, Skills and Abilities (KSAs):
Knowledge of data analysis, reporting, dashboard development, performance measurement practices, IT service management concepts, data quality principles, and reporting governance standards. Knowledge of SQL query logic, relational data structures, dashboard platforms, and various reporting tools used to extract, analyze, visualize, and present operational data.
Skill in writing, reviewing, and troubleshooting SQL queries. Skill in analyzing, querying, validating, and visualizing data using Helix Dashboards, SQL-based reporting, and other reporting tools. Skill in developing dashboards, preparing reports, identifying trends, resolving data inconsistencies, and presenting information clearly to technical and non-technical audiences.
Ability to interpret complex data, identify risks and performance gaps, manage competing reporting priorities, communicate effectively with stakeholders, and provide recommendations that support operational improvements and data-informed decision-making.

Initial Screening Criteria:
Graduation from an accredited four-year college or university with major coursework in data analytics, business analytics, information technology, computer science, management information systems, public administration, business administration, or a related field is preferred. Relevant experience in data analysis, dashboard development, SQL querying, reporting, business intelligence tools, IT service management, or enterprise technology platforms may be substituted for education on a year-for-year basis.
Experience with BMC Helix, Helix Dashboards, ITSM reporting, SQL-based reporting tools, or public sector technology environments is preferred.
