Description
The HSE Specialist supports and advances Percheron's Health, Safety & Environmental (HSE) programs by serving as a subject matter resource for compliance, safety systems, audits, training, and client?specific requirements. This role operates with a high level of independence and technical competency, providing direct support to the HSE Manager while also partnering with Operations, HR, and project teams to ensure consistent implementation of HSE standards across the organization.
The HSE Specialist is expected to apply strong working knowledge of regulatory requirements, safety processes, and compliance platforms to proactively identify risks, support field operations, and drive continuous improvement within Percheron's HSE programs.
Essential Tasks and Responsibilities
HSE Program Management & Technical Support
  • Serve as a primary resource for day?to?day HSE program operations, providing technical guidance on policies, procedures, and Safe Work Plans.
  • Lead updates, revisions, and maintenance of HSE documentation to ensure alignment with regulatory and client requirements.
  • Provide subject matter expertise on HSE processes, terminology, incident classifications, and compliance expectations.
  • Support HSE Committee initiatives, reporting cycles, and cross?departmental safety efforts.

Drug & Alcohol (D&A) Program Oversight
  • Serve as the subject matter expert for Percheron's Drug & Alcohol program, ensuring alignment with DOT/FMCSA regulations, client requirements, and industry best practices.
  • Provide technical guidance, interpretation of regulatory requirements, and escalation support to the HSE Coordinator II, who manages day?to?day D&A program administration.
  • Review program documentation, compliance data, and reporting outputs for accuracy and completeness.
  • Support audit preparation and responses by providing SME?level insight, corrective action recommendations, and regulatory clarification.
  • Monitor regulatory changes and advise leadership on required updates to policies, processes, and training.

Audits, Compliance & Reporting
  • Lead preparation for safety, ESG, and D&A audits by compiling documentation, completing audit questionnaires, and coordinating follow?up actions.
  • Manage client prequalification submissions and ensure accuracy of compliance documentation across multiple platforms.
  • Maintain and analyze incident logs, near?miss reports, and safety metrics to support trend identification and reporting.
  • Partner with HR and Operations to ensure timely and accurate incident reporting and documentation.

Training & Records Management
  • Coordinate, track, and maintain required safety training (OSHA, First Aid/CPR, MSHA, OQ, project?specific training, D&A).
  • Maintain training matrices, certification records, and expiration tracking with a high degree of accuracy.
  • Manage scheduling and logistics for time?sensitive or multi?state training needs.
  • Ensure consistent and compliant recordkeeping within SharePoint and related systems.
  • Cross?Functional Support & Continuous Improvement
  • Collaborate with HSE, HR, Survey, Engineering, and Operations teams to support project mobilization, onboarding, and compliance readiness.
  • Identify gaps or inefficiencies in HSE processes and recommend improvements to enhance program effectiveness.
  • Build and maintain strong working knowledge of Percheron's clients, project requirements, and safety culture to support operational needs.
  • Other duties as assigned or required

Job Requirements
  • Associate's degree required; Bachelor's degree in HSE, Environmental Science, or related field preferred.
  • 4-6 years of experience in HSE coordination, safety program administration, or related compliance roles.
  • Demonstrated experience supporting audits, compliance documentation, and safety reporting.
  • Strong working knowledge of HSE terminology, incident severity classifications, and regulatory compliance requirements.
  • Proficiency with contractor compliance platforms (ISNetworld, Veriforce, Avetta, or similar).
  • Experience with Drug & Alcohol program compliance, regulatory interpretation, and audit support.
  • Advanced proficiency with Microsoft Office (Excel, Word, Outlook) and SharePoint.
  • Strong organizational and time?management skills with the ability to manage multiple priorities.
  • High attention to detail and accuracy in documentation.
  • Ability to work independently while collaborating effectively with leadership and cross?functional teams.
  • Strong written and verbal communication skills.
  • Professional judgment and discretion when handling sensitive or confidential information.
  • Ability to work autonomously and to collaborate fully as a team player.
  • Ability to pay close attention to details, and present good planning, organization, and time management skills.
  • Ability to work in a team environment and willingness to assume additional or new responsibilities readily.
  • Ability to comply with applicable laws and regulations and Company policies and procedures.
  • Ability to maintain regular attendance as per work schedule agreed with manager (may require working an adjusted work schedule based on project assigned and work overtime if warranted).
