Contract Administrator
Albany, NY
Public Employees Federation (PEF) is a diverse New York State labor union representing over 55,000 professional, scientific, and technical public employees across the state. Position Summary:
The incumbent will track contract articles, develop a database of past cases, provide training to field staff, act as consultant regarding PEF/NYS contract, and advise the contract negotiating committee.
* This position is based in Albany, NY and contingent for 1-year as there is a hold by the incumbent, pursuant to the PEF/USW collective bargaining agreement. *
Key Functions:
  1. The enforcement and monitoring of contract articles for the weakness of present language; evaluate effect of contract language.
  2. The development of a database of past grievances and arbitration analysis. The action of the state's rules and regulations regarding contract language.
  3. Using the data, knowledge, and experience as above, the administrator will serve as a consultant and advisor to the committee as to the needs, draft language alternatives, and history of articles as requested.
  4. The Administrator will be available to serve the administration and staff as a consultant for arbitrations, contract language interpretation and for past award interpretation.
  5. The Administrator will disseminate grievance arbitration decisions with interpretations. The administrator will assist the Director of Contract Administration, Directors of Field Services and their staff as requested in the development and delivery of training on negotiations, contract issues grievance handling and other areas as requested.
  6. Other related duties as assigned.
  7. Consistent and reliable attendance.

Qualifications:
  • Must have a background in union / labor relations (grievance process, contract negotiations, Civil Service Law, State operations).
  • Experience in Contract Negotiation and Contract Management to handle drafting, reviewing, and finalizing agreements.
  • Previous experience in contract compliance or legal support is a plus.

Successful candidate must demonstrate:
  • Strong interpersonal skills and ability to effectively communicate (both written and verbal) with staff, union members & elected members, and our executive team.
  • Ability to work independently and in a team environment.
  • Strong computer skills (Microsoft Office Suite: Outlook, Word, Excel, and PowerPoint).
  • A collaborative, innovative, and results-oriented mindset.
  • Strong analytical skills to evaluate contract terms and identify risks or opportunities.

Salary and Benefits:
Salary Range: $74,902.00 (minimum) - $106,801.00 (maximum).
