Job Description:

The Subcontracts Lead is responsible for the overall life cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverage the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also support business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts support government, customer and internal audits as required.

Essential Functions:

  • Drive all aspects of major subcontract execution (cost, schedule, technical, quality) and full integration of the subcontract work scope within the program, e.g. proposals, negotiations, contract execution, etc.
  • Subject Matter Expert with advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
  • Subject Matter Expert with advanced negotiation skills, subcontractor management and program risk management experience.
  • Subject Matter Expert with advanced ability to review technical SOWs, understand work scope, and hold other functions accountable to provide clarity and eliminate ambiguity in SOW language and technical requirements.
  • Subject Matter Expert with advanced knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, command media requirements, negotiations of legal documents, and supply chain strategies to improve KPIs and ROIs.
  • Expert at problem solving by leveraging experience and through analysis of data
  • Expert understanding of Subcontracts relationship with other functions such as Contracts, Program Management, Finance, Engineering, Quality, Business Development and others.
  • Accountable to Program Manager, Business Development, Supply Chain Leadership and Operations
  • Responsible to analyze diverse set of issues and challenging development program(s) changes and communicate effectively to Program(s) and Supply Chain Executive Leadership
  • Work closely with SCMs, Program Management and Technical personnel, to support/manage high-dollar value proposals and subcontracts
  • Experience with Intellectual Property (IP) and Patent requirements
  • Able to work directly with Technical Team(s) to identify processes, requirements, Statement of Works improvements and propose changes, to include Supply Chain risk mitigation strategies with possible cost savings/avoidance
  • Ability to travel domestically and internationally if needed.

Qualifications:

  • Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
  • Total relevant professional experience to be minimum of 7 years in Procurement and/or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, Procurement, Program Management, Engineering, Quality, Regulatory Compliance, Legal and Government compliance, and/or Finance. Coursework, or practical experience that demonstrates business acumen, compliance, legal, negotiations skills, analytical mindset, strategy development and execution.
  • 7 years of experience using MRP systems software.
  • Minimum 5 years' experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)

Preferred Additional Skills:

  • Demonstrate a strong attention to detail and a high degree of accuracy.
  • Possess excellent communication skills, quality commitment, customer focus, strong interpersonal skills and be adaptable
  • Experience with Earned Value Management (EVMS) as Cost Account Manager for Subcontracts managing budgets and sales forecasting
  • Proficient in Microsoft Suite of Products (Word, Excel, PowerPoint, etc.)
  • Lean Six Sigma experience
