Job Description
A Senior Building Construction Inspector performs inspections in building construction, electrical, plumbing or mechanical installations. The specific area of responsibility depends upon State of Florida certification requirements and actual trades experience. The Senior Building Construction Inspector ensures compliance with building plans, established codes, regulations and technical guidelines and prepares concise accurate reports of the inspections for superiors.
Essential Functions
  • Performs field inspection of permitted and non-permitted work for compliance with applicable laws and standards.
  • Performs field inspection in two (2) or more disciplines (i.e., Electrical, Mechanical, Plumbing, Structural).
  • Reads, interprets and reviews plans, blueprints and specifications, both in the field and in the office, to insure all work is compliant with the approved construction documents.
  • Performs regulated plan review of applications filed with the department to meet organizational needs as directed by the Building Official.
  • Documents both approvals and deficiencies observed during field inspections in a legible and concise fashion.
  • Performs data entry as necessary to record the results in the Village's data system.
  • Investigates complaints regarding permitted and non-permitted work and properly documents all violations noted upon said investigations.
  • Placards unsafe structures as authorized by the Building Official.
  • Posts stop-work orders and documents the specific conditions under which the construction in violation may resume as authorized by the Building Official.
  • Investigates complaints of unlicensed construction activity and forwards the results to the appropriate licensing authority as necessary.
  • Confers with owners, architects, engineers, field personnel, and others as necessary to explain code requirements applicable to each permitted construction project.
  • Conducts on-the-job cross-training of other departmental staff as directed by the Building Official; ensuring strict compliance with all applicable regulations.
  • Maintains a safe work environment free from hazards and performs the assigned duties in a safe manner. Reviews the safety conditions of the project work site being inspected and documents deficiencies noted to the appropriate responsible party.
  • May be required to produce studies, reports and related research as directed.
  • Interacts supportively with other Village agencies and departments as well as state, county, and other public officials as directed.
  • Performs all work in compliance with applicable codes, statutory requirements and applicable standards of conduct.
  • Performs duties as assigned and scheduled during state of emergency conditions (i.e., hurricanes, natural disasters, wartime).

Minimum Qualifications
  • High school diploma or G.E.D.
  • Five (5) years combined experience in the field of construction, building code inspection, plans review or a related field.
  • Considerable knowledge of building construction methods, procedures, materials practices and techniques including applicable federal, state, county and Village ordinances and standards.
  • Firsthand knowledge of building, electrical, gas, plumbing, mechanical and fire codes.
  • Standard Certifications as an Inspector with the State of Florida in at least two (2) disciplines of Inspection (i.e., Electrical, Mechanical, Plumbing, Structural or 1 & 2 Family plus one (1) commercial discipline).
  • Valid State of Florida Driver's License with a good driving record.

Physical/Environmental Requirements
PHYSICAL REQUIREMENTS
Tasks involve the intermittent performance of moderately physically demanding work, typically involving some combination of reaching, bending, stooping, kneeling, or crouching, and may involve the lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds). Some tasks may require occasional lifting, carrying, pushing, and/or pulling of heavier objects.
ENVIRONMENTAL REQUIREMENTS
The employee is regularly exposed to outside weather conditions and may be subjected to unpleasant environmental factors, e.g., heat, humidity, inclement weather. Some tasks include working in and around moving vehicles and associated vehicle/equipment areas, where heightened awareness to surroundings and observance of established safety precautions is essential in avoidance of injury or accidents.
