Senior COBOL Mainframe Developer
Part-Time Contract | Hybrid With Remote Flexibility
Albany, New York
Compensation: $84.48 per hour
Up to 20 hours per week


We are seeking a highly experienced Senior COBOL Mainframe Developer to support a large-scale public-sector health and human services technology modernization initiative. This is a long-term, part-time contract expected to begin October 8, 2026, and continue through May 3, 2029.

The position may offer significant remote flexibility, including the possibility of fully remote work with management approval. However, the selected consultant must be available to attend monthly in-person meetings in Albany, New York, and additional onsite meetings for major project milestones when required.


Responsibilities

  • Review production systems and identify their major technical components and related business functions.
  • Analyze COBOL routines, procedures, TIP screens, ECL, batch jobs, and file-transfer processes.
  • Analyze DMS and RDMS database structures, data dictionaries, and source code for discrepancies or inaccuracies.
  • Prepare system specifications and technical documentation to support knowledge transfer.
  • Monitor mainframe applications and perform production diagnostics, troubleshooting, and debugging.
  • Coordinate project activities with technical team members, business users, and requestors.
  • Serve as a subject-matter expert throughout applicable phases of the software development lifecycle.
  • Work with architects and application-development personnel to refine technical solution designs.
  • Report task status, risks, dependencies, and unresolved issues to project leadership.
  • Perform additional related duties as assigned.


Mandatory Qualifications

  • More than seven years of experience working on complex technology projects.
  • At least two years of experience serving in a developer leadership role.
  • More than seven years of direct COBOL 74 and/or COBOL 85 programming experience in a mainframe environment.
  • At least five years of experience with mainframe system analysis and design, programming, unit testing, and integrated testing.
  • Ability to work a part-time schedule not exceeding 20 hours per week.
  • Ability to attend required meetings in Albany, New York.
  • Current authorization to work in the United States.


Preferred Qualifications

  • Seven or more years of experience developing and maintaining COBOL applications, routines, procedures, TIP screens, ECL, and batch jobs.
  • Four or more years of production-support experience, including error diagnosis and debugging in a mainframe environment.
  • Experience working with RDMS and DMS database structures, data dictionaries, and source code.
  • Experience supporting integrated eligibility, benefits, or health and human services technology programs.
  • Experience creating technical documentation, conducting code walkthroughs, and performing application testing.
  • Experience reviewing COBOL source code and extracting business rules and process logic.
