Job description

Introduction
We are dedicated to working with Wisconsinites while preserving and enhancing the natural resources of Wisconsin. In partnership with individuals and organizations; DNR staff manage fish, wildlife, forests, parks, air and water resources while promoting a healthy, sustainable environment and a full range of outdoor opportunities.
The Wisconsin DNR is hiring an LTE (Limited Term Employee) Superfund Hydrogeologist.
This position can be stationed in Fitchburg, Milwaukee, Oshkosh, Green Bay, Superior or Eau Claire, WI. Workstation assignments are dependent on candidate preference, supervisor approval, and available space.

Position Summary
The responsibilities of this position include reviewing Superfund site files to identify key Superfund documents including Institutional Control (IC) documents, updating IC documentation and conducting IC audits for Superfund sites.
85% Conduct file reviews of Superfund sites to identify key documents and IC information and evaluate the status of ICs for each site. Conduct IC audits of Superfund sites.
• Identify key documents for digitization during file reviews. Provide supporting documentation for document type, date, and tracking code.
• Identify sites where ICs are required but not implemented. Coordinate with SF site project managers to develop plan to implement ICs at the site.
• Identify sites where ICs are implemented but not documented in an Institutional Control Implementation and Assurance Plan (ICIAP) or Long-Term Stewardship (LTS) Plan. Coordinate with the SF site project manager to develop plan to record and document ICs. Assist with preparation and documentation of ICIAPs and LTS Plans.
• Evaluate sites for NR 700 continuing obligations (COs). Coordinate with SF site project manager to identify applicable site COs. Assist project manager with drafting CO letters and CO notification letters for sites.
• Coordinate with site project manager to conduct IC audits of sites. Complete documentation of site audits.
• Coordinate with SF site project manager and EPA site project manager on follow-up enforcement actions if site audits identify issues requiring corrective action. For fund- financed sites, assist project manager with developing a scope of work and cost estimate to address IC follow-up actions.
• Serve as team member on Superfund IC/LTS Grant team. Provide frequent progress updates to team, attend Team coordination meetings and provide feedback on Grant team job aids and process documents.
10% Consult with and provide technical assistance to DNR colleagues, consultants, potential responsible parties (PRPs), EPA Superfund staff and others as needed. Provide support to staff managing Superfund sites as directed.
5% Other Duties as Assigned.
Salary Information
This position pays $21.27 per hour and is in pay schedule and range 15-04. Compensation will be set in accordance with the State Compensation Plan.
Job Details
This is a Limited Term Employment (LTE) position and will not automatically lead to permanent state employment or be entitled to the same benefits as permanent employees.

1) Residency: To be considered for this position, you must be a resident of the State of Wisconsin.
A Wisconsin resident is a person who:
a. Has established a residence, as defined in s. 6.10(1), in this state not less than 10 days earlier;
b. Has resided in this state for not less than a total of one year out of the immediately preceding 5 years;
c. Is eligible to register to vote in this state; or
d. Is the spouse of a person meeting the requirements of par. (a), (b), or (c)." s.230.03(12), Wis. Stats.

Qualifications
In addition to the required qualifications below, the selected candidate must be eligible to drive a state vehicle and meet the following criteria:
  • Have a valid driver's license
  • Be at least 18 years of age
  • Have a minimum of two years licensed driving experience
  • Have not had three (3) or more moving violations and/or at-fault accidents in the past two (2) years
  • Have no OWI/DUI violations within the past year
Required Qualifications:
  • Ability to effectively coordinate with technical staff and understand technical documents.
  • Ability to communicate effectively with co-workers and public.
  • Ability to work independently, be self-motivated, punctual, and detail orientated.
  • Ability to work alone and prioritize multiple work tasks.
  • Ability to learn internal database system. The work effort will include learning the DNR BRRTS database system.

Preferred Qualifications:
  • Experience in an environmental field.
  • Knowledge of geologic and hydrogeologic principals.
  • Experience with a Wisconsin state agency or the DNR specifically.
