Job description
Serve as principal advisor in the management of cultural resources; performing a variety of professional cultural resource management tasks and is responsible for independently planning/carrying out professional/technical assignments, adapting guidelines for application to specific cultural resource management issues, analyzing the results and recommending changes to existing cultural resource procedures/methods.
Qualifications:All qualifications must be met by the closing date of this announcement - 09/10/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F.For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience.
Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. If you do not provide evidence that you possess the following selective factor(s), you will be rated not qualified.

Basic Educational Requirements: You must meet at least one of the following, in addition to the specialized experience listed below:

Degree: History; or related field that included at least 18 semester hours in history.

Combination of education and experience: courses equivalent to a major in history, or a major in a related field that included at least 18 semester hours in history, as shown in A above, plus appropriate experience or additional education.
OR
GS-0190:
Degree: Appropriate field of anthropology.
OR
Combination of education and experience: courses equivalent to a major, or a combination of courses totaling at least 24 semester hours in an appropriate field of anthropology, or related course work, plus appropriate experience or additional education.
OR
Experience: four years of appropriate experience in anthropology performing research, museum work, or similar professional-level work.
OR
GS-0193:
Degree: That included 3 semester hours each in the following course areas: History of archeology; Archeology of a major geographical area such as North America or Africa; Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report
preparation by participation in actual field work. -AND- Six semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying; -AND Archeological
field school.

A degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A. (including archeological field school).
OR
Combination of education and experience with college-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education.
OR
Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher-grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.

In addition to meeting the Basic Educational Requirement, you must also possess specialized experience in the amount listed below.
GS-11:Applicants must have one year of specialized experience at or equivalent to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). Specialized experience is experience that equips the applicant with the particular knowledge, skills, and abilities to
successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include the following: 1) Evaluated proposals, undertakings and other projects to determine cultural resource impacts in at least two areas including historic structures, cultural landscapes, archeological sites or ethnographic resources; 2) Made and recommended the cultural resource compliance pathway and mitigations as required under the National Historic Preservation Act (NHPA); 3) Prepared written documents such as Section 106 NHPA and tribal consultation letters, using a database to document cultural resource concerns; 4) Helped to develop scopes of work and government cost estimates for cultural resource projects; 5) Researched and assisted management with Cooperative Agreements, Interagency Agreements and Memoranda of Understanding. You must provide hours per week and to/from dates (month/year) on your resume.
OR
Successfully completed at least 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. (You must submit a copy of your transcripts to support this claim.)
OR
Combination of education and experience as described above. NOTE: Only graduate level education in excess of two years (36 semester hours) may be combined with experience. To calculate your percentage of qualifying graduate education, divide your number of semester hours in excess of 36 semester hours by 18 or the number your school uses to represent one year of full time graduate academic study. To calculate your percentage of
experience, divide your months of qualifying specialized experience by 12. Add the two percentages. The total must equal at least 100 percent to qualify. You must provide copies of your transcripts and the hours per week and to/from dates (month/year) on your resume.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education:This position has a mandatory education requirement.You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable. A typed list of courses, grades, semester/quarter hours, GPA, etc. will not be accepted. Non-submission may result in being rated not qualified for the position. Unofficial transcripts are acceptable, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
