CSCI is seeking a driven, detail-oriented SAP Lifecycle & Oversight SME to support the Department of the Navy's Special Access Programs Central Office (DoN SAPCO). This onsite role is ideal for professionals with strong policy instincts, proven experience managing SAP documentation and access controls, and a track record of supporting senior-level decision-making in fast-paced DoD environments.
Responsibilities
- Develop, organize, and maintain SAP lifecycle documentation, policies, governance materials, and oversight products.
- Prepare and staff memorandums, briefs, correspondence, and decision packages for senior DoN leadership.
- Review SAP-related policy and program materials; analyze gaps, assess compliance, and provide well-supported recommendations.
- Support Navy Program Offices in managing SAP access and document control systems, safeguarding classified material, and ensuring alignment with DoD/DoN guidance.
- Participate in and prepare for DoN/DoD SAP oversight reviews, inspections, and program assessments.
- Assist with updates to Security Classification Guides and SAP policy issuances.
- Initiate, coordinate, and track MOAs/MOUs and other interagency documentation.
- Maintain awareness of SAP security requirements across DoD/DoN; guide teams through policy interpretation, access justification, and compliance.
- Support records management, document control, and workflow improvements to enhance organizational efficiency.
- Collaborate with stakeholders across DoD components to ensure timely responses to taskers, coordination requests, and enterprise-level policy actions.
Skills - Minimum of 5 Years Experience
Required Qualifications:
- U.S. Citizenship and active TS clearance with SCI eligibility (SSBI within last 5 years).
- Bachelor's degree ( i.e., Engineering, Business Administration, Economics, or equivalent) or equivalent relevant experience.
- 5+ years of DoD-related experience with demonstrated familiarity in high-visibility, multi-stakeholder environments.
- Strong understanding of NISPOM, DoDM 5205.07 Vol. 4, DoD 5105.21, and SAP-specific security/policy requirements.
- Experience supporting SAP or other highly sensitive classified programs within DoD or Military Departments.
- Exceptional communication, analytical, and organizational skills; ability to manage workflows, coordinate actions, and drive process improvements.
- Proficiency in Microsoft Office and collaborative platforms such as SharePoint, Teams, and task management systems.
Preferred Qualifications:
- 2+ years of direct SAP experience within the DoN or DoD enterprise.
- Experience supporting senior executives, managing document control systems, and working with cross-agency coordination processes.

Compensation
Compensation at CSCI is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. While monetary compensation is important, it's just one component of CSCI's total compensation package.
Salary Range
$120,000 - $145,000 /Yr.
