Job Description
Attorney III PartTime (Staff Attorney and Legal Writing & Document Development)
The Division of Workers Compensation is seeking a talented attorney with exceptional legal writing, editing, proofreading, and document design skills to improve the quality and consistency of the Enforcement Section's legal work product. This parttime position (24 hours per week) is ideal for an attorney who enjoys helping others become stronger writers while maintaining an active, parttime legal practice. The position combines legal editing, administrative law, document development, knowledge management, and attorney coaching. The parttime Staff Attorney performs highly complex (seniorlevel) legal work for the DWC Enforcement section. Responsibilities include editing pleadings, briefs, motions, settlement documents, and other legal work product; developing interactive templates, training materials, and drafting resources; and improving the tools attorneys use every day. The attorney also conducts legal research, drafts legal documents, participates in settlement negotiations and administrative proceedings, interprets statutes and rules, and provides legal advice and counsel. The position serves as a trusted resource by mentoring colleagues, improving document quality, and promoting consistent drafting standards across the Enforcement Section. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Duties
This position:
  • Helps shape the quality of legal writing for one of Texas top regulatory enforcement programs.
  • Performs substantive legal editing of pleadings, briefs, motions, Commissioner Orders, legal memoranda, settlement documents, correspondence, and other legal work product for organization, clarity, accuracy, grammar, style, citation, formatting, and persuasive effectiveness.
  • Reviews legal documents prepared by other attorneys and provides constructive written and verbal feedback to improve legal writing skills and maintain consistent drafting standards.
  • Develops, revises, and maintains legal templates, standardized forms, drafting guides, style guides, work instructions, and internal procedures.
  • Designs and improves interactive legal templates and automated forms using Microsoft Word Developer features, Adobe Acrobat, and other Microsoft 365 applications.
  • Creates and updates legal training materials, presentations, checklists, and reference guides related to legal writing, document drafting, administrative litigation, and agency procedures.
  • Conducts legal research and analyzes statutes, administrative rules, judicial decisions, Attorney General Opinions, and other legal authorities.
  • Drafts pleadings, briefs, legal memoranda, Commissioner Orders, settlement agreements, and other legal documents.
  • Provides legal advice and opinions regarding the Texas Insurance Code, Texas Labor Code, Texas Government Code, Texas Administrative Code, and related laws affecting agency operations.
  • Assists with administrative hearings, contested cases, rulemaking proceedings, and special legal projects.
  • Represents the agency at hearings, meetings, conferences, training sessions, and other professional events.
  • Performs other duties as assigned.

Minimum Qualifications
This position requires:
  • Graduate from an accredited law school with a J.D. or L.L.B degree.
  • Three years of fulltime legal experience as a licensed attorney.
  • Must be licensed to practice law in the State of Texas.
  • Member in good standing with the State Bar of Texas.
  • Demonstrated experience producing exceptionally clear, organized, and persuasive legal writing.
  • Demonstrated experience editing and proofreading legal documents prepared by others for grammar, organization, legal analysis, citation, style, and overall effectiveness.
  • Experience interpreting and applying complex statutes, administrative rules, and legal authorities.
  • Experience providing written or verbal coaching to improve the work product of attorneys, legal staff, or other professionals.
  • Law clerk experience can be counted toward legal experience.
  • Regular work attendance.
  • Travel may be required for up to 5% of the time. If travel is 10% or over, you must maintain a state of Texas Driver License.

Preferred Qualifications

  • Experience creating attorney training materials, presentations, desk manuals, or written procedures.
  • Experience reviewing documents for compliance with Texas citation rules, plain language principles, grammar, punctuation, and consistent formatting.
  • Experience with SharePoint, Microsoft 365, or other document management systems.
  • Experience conducting discovery, drafting motions, preparing briefs, or participating in administrative hearings.
  • Relevant degree or experience such as a bachelors degree or experience in Journalism, English, Communications, Writing, Education, Editing, or Publishing.
