Job description

HR Generalist (Part-Time)

Department: People Operations

Reports To: People Operations Manager

Location: Remote (US) - San Diego County strongly preferred for in-office days at our Carlsbad HQ

Engagement: Part-Time, 20 to 30 hours per week

Compensation: $25 to $38 per hour, non-exempt, depending on experience and location

WHO WE ARE

Welby Health is a tech-enabled chronic care management company headquartered in Carlsbad, CA. We deliver fully managed CCM, RPM, PCM, BHI, RTM, and APCM programs to medical practices, FQHCs, and health systems nationwide, powered by our proprietary platform technology, Marcus.

We are a partner, not a vendor. Our clinical teams care for thousands of patients between office visits, and the people behind those teams are the whole business. This role keeps the people side of the company running clean.

SUMMARY OF ROLE

The HR Generalist plays a key role in managing the day-to-day operations of the People team, delivering consistent, reliable execution of core HR processes while partnering closely with the People Operations Manager, who provides overall direction, priorities, and policy guidance. You will help employees have a seamless experience by supporting onboarding, maintaining accurate records, coordinating payroll inputs, responding to employee questions, and ensuring important follow-ups are completed on time. This role is ideal for someone who is organized, proactive, and comfortable taking ownership.

RESPONSIBILITIES

Onboarding and Offboarding

- Run the full new hire process: offer letter logistics, background checks, I-9 and E-Verify, first-day setup, and onboarding checklists for both clinical and corporate hires.

- Coordinate offboarding: final pay timing per state requirements, equipment return, system access removal, and exit logistics.

- Keep onboarding materials and checklists up to date as the company evolves.

HRIS, Records, and Compliance

- Maintain accurate employee records in the HRIS and with our PEO, including new hires, changes, and terminations.

- Track licenses and certifications for clinical staff, required training, handbook acknowledgments, and posting requirements.

- Support compliance basics for a multi-state healthcare employer, escalating anything unusual to the People Operations Manager.

Payroll and Benefits Support

- Assist with preparing and reviewing payroll inputs each cycle, working directly with our PEO, and catching errors before they hit paychecks.

- Serve as the first point of contact for employee benefits questions, routing to the PEO or People Operations Manager where appropriate.

- Support open enrollment, benefits changes, and leave-related paperwork.

Recruiting Coordination

- Work with the People Operations Manager to confirm job descriptions, post open roles, manage the applicant pipeline, and keep postings current.

- Schedule interviews and keep candidates moving.

- Handle offer logistics and hand off cleanly to onboarding.

Employee Support and Culture

- Serve as the first point of contact for day-to-day employee questions and requests.

- Support company events, recognition, all-hands logistics, and Care Plan culture programs.

- Help the People Operations Manager with projects as they come up.

QUALIFICATIONS

Required

- 2+ years of HR experience in a generalist, coordinator, or people operations role.

- Working knowledge of California employment basics: wage and hour, paid sick leave, final pay rules, and required notices.

- Experience with an HRIS and comfort learning new systems quickly.

- High discretion with confidential information. This is non-negotiable.

- Organized and reliable.

Preferred

- Located in San Diego County and able to work from our Carlsbad office on scheduled in-office days.

- Experience working with a PEO.

- Experience in healthcare or another regulated, license-tracked industry.

- Multi-state HR experience.

- Recruiting coordination experience.

- Familiarity with Slack and Google Workspace as primary work tools.

HOW YOU WILL BE MEASURED

- Onboarding runs clean: every new hire is ready on day one, with zero missed compliance items.

- Payroll inputs are accurate and on time, every cycle.

- Employee records and license tracking stay current and audit-ready.

- Employee questions get answered within one business day.

- Interviews get scheduled fast and candidates do not stall in the pipeline.

WHAT THIS ROLE IS AND IS NOT

This role is the day-to-day engine of People Operations: a part-time role with real ownership of the basics, for someone who takes pride in accuracy and follow-through. It is not an HR leadership or policy-setting role (that sits with the People Operations Manager), and it is not a seat where someone hands you a task list every morning. You see what needs doing and you do it.

COMPENSATION

$25 to $38 per hour, non-exempt, at 20 to 30 hours per week with some flexibility on schedule. Rate depends on experience and location. Paid sick leave per applicable law. Additional benefits eligibility depends on hours worked and plan terms.

HOW WE HIRE

- Initial screening with the People Operations Manager.

- Working session on a real Welby people operations scenario.

- Final conversation with leadership.

PHYSICAL REQUIREMENTS

Ability to sit for extended periods, work at a computer, use a keyboard and other office equipment, view a computer screen, and communicate effectively through verbal and written communication. Occasional movement within an office environment and lifting or carrying light materials may be required. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of the role.

Welby Health is an equal opportunity employer. We celebrate diversity and are committed to creating an inclusive environment for all employees.
