Job description

This position is assigned to the Non-Appropriated Fund (NAF) Morale, Welfare and Recreation (MWR) Department; Fleet Readiness (N92), Commander, Navy Southeast; Naval Station Mayport, FL. Incumbent serves as the installation's MWR Operations Manager within Fleet and Family Readiness (FFR) Programs. The primary purpose of this position is to support the MWR Director by providing strategic leadership and operational oversight.Qualifications:

A qualified candidate must possess the following:

  • Knowledge of MWR mission, vision, and functions; and the goals, principles, and techniques required for recreation program delivery.
  • Knowledge of MWR organizational structure, hierarchy, and operational relationships to support numerous management programs.
  • Knowledge of and skill in applying analytical and evaluative methods and techniques.
  • Knowledge of NAF construction and facility management policies.
  • Knowledge of APF/UFM and NAF financial management, including budgeting, financial execution, cost analysis, and business planning.
  • Skill in the use of SAP financial management system to extract and analyze financial data.
  • Skill in applying interpersonal techniques to build, maintain, and foster effective group relationships, and to navigate both structured and unstructured situations with a variety of stakeholders.
  • Skill in the use of Microsoft Office Programs (e.g., Word, Excel, PowerPoint, Outlook, Teams, SharePoint).
  • Skill in written and oral communication to deliver briefings, information papers, and complex reports.
  • Ability to perform the full range of supervisory duties.
  • Ability to perform comprehensive operational analysis and make decisions that align with MWR's vision, priorities, and organizational objectives.
  • Ability to plan, conduct and document a variety of comprehensive studies and reports.
  • Ability to manage a wide variety of complex projects and strategic initiatives, while consolidating the work of others into impactful mission-aligned products.
  • Ability to define, develop, discuss, and coordinate difficult problems.
  • Ability to communicate effectively both orally and in writing.

You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
