This position is eligible for telework, which is currently one day per week. New hires are eligible to apply 30 days after their effective date of hire.

Job Summary:
The Director, Administration provides strategic and operational leadership for all administrative and legal support functions across the consolidated MTA Legal Department. This role is responsible for developing and managing a centralized Headquarters administrative model that standardizes practices, improves efficiency, and ensures consistent service delivery across all agency legal units. The Director oversees multi-site administrative operations, including office management, mail distribution, law-library oversight, service-contract administration, supply management, and technology-supported processes. The position directly supervises managers who manage key functions such as vendor contracts and payments, mail distribution, office-supply procurement, law-library maintenance, and leads administrative budgeting, vendor and contract governance, cross-functional coordination with IT, Finance, HR, Procurement, Facilities, and supports department-wide modernization initiatives such as process redesign, workflow automation, and AI-enabled improvements where possible. The Director may also oversee, directly or indirectly, the legal support function of the Legal Department. Overall, the role ensures effective, efficient, and compliant administrative operations that support the Legal Department's mission and enhance organizational performance.
Responsibilities:
  • Oversee the centralized administrative operating model for all MTA Legal divisions and agencies; establish standards, policies, and uniform practices across agencies; oversee cross-departmental alignment and long-term administrative planning.
  • Provides direct leadership to ensure consistent execution of office operations, mail distribution, library oversight, supply management, and administrative service delivery across all legal locations
  • Oversees department-wide administrative budgeting, contract funding, invoice management, vendor management and performance, procurement compliance, and cost-control strategies
  • Sponsors modernization initiatives, including technology implementation, process improvement, and digitalization of workflows
  • Represents Legal Administration with IT, Finance, HR, BSC, Procurement, Facilities, and agency leadership; coordinates administrative support for legal operations; manages escalations and ensures alignment with enterprise priorities.
  • Monitors compliance and consistency across agency legal units

  • Minimum 4 years of demonstrated experience leading organizational transformation, centralization initiatives, or enterprise administrative operations.
  • Minimum 2 years of experience modernizing complex operational frameworks, including technology implementations.

The Following is/are preferred:
  • Master's degree in Business Administration, Law, Management, or related field
  • Minimum 2 years of experience overseeing administrative budgets and leading procurement processes in a state or local government environment.
  • Project Management Professional (PMP) or similar operations-focused certification

May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
