Job Summary:
The Senior Deputy Director reports directly to the Director, Finance and Administration, and plays a critical role within the Real Estate Department. This position supports the Director by overseeing key financial, administrative, and governance/compliance functions, and by helping shape the strategic, policy, and operational framework for the department. Act as the Department's compliance lead.
The incumbent is responsible for providing oversight, governance, and advanced analytical and policy expertise to ensure effective execution across all Real Estate Department functions. This role will be responsible for (i) the department's procurement activities and contract management including, management of all Procurement related RFPs, contract compliance and tracking; (ii) governance over Department policies and procedures and compliance with them, including ensuring internal processes and reporting integrity and consistency across all the department's lines of business - transaction and tenant management; property and project management; (iii) provide support for the finance team as needed including financial and budget reporting (v) other administrative duties in support of the Department in particular documenting, updating, and tracking of all processes and procedures.
Responsibilities:
  • As compliance lead, oversee the administrative staff responsible for department-wide process documentation, reporting consistency, policies and procedures governance, and cross-functional support across transactions, tenant management, property operations, and capital projects while supporting finance team on day-today tasks - including budgeting, reporting, payables/receivables, and revenue tracking.
  • Lead the procurement, contract management and fiscal oversight activities of 3rd party vendors including, without limitation, property management; brokerage, architectural, appraisal and other vendors that support Real Estate's core business in support of the MTA Agencies to ensure compliance with contractual requirements, audit recommendations, and external audit requirements
  • Lead administrative team in the handling of all tenant files including handoff of executed deals to GREA (Real Estate's tenant management vendor) and retrieving them for use by MTA Legal Lead administrative team in the handling of property inventory tracking requests while monitoring and reviewing documentation.
  • Coordinate all audits for the Department and ensure the successful implementation of all audit recommendations/corrective actions and compliance with all internal policies and procedures including but not limited to employee and labor relations.

Required Knowledge/Skills/Abilities:
  • Strong financial and strategic planning skills which require the ability to develop, maintain, and monitor budgets
  • Experience with corporate compliance activities, either internally or as a consultant

Required Education and Experience:
  • Bachelor's Degree in Arts/Sciences (BA/BS) in real estate, finance, accounting, business administration, procurement, or related fields
  • Minimum 5 years preparation of budgets, accruals, re- forecasts, and reporting budget variances.
  • Minimum 5 years managerial experience including managing a process

The Following is/are preferred:
  • Master's degree in Arts/Sciences (MA/MS) Finance, Accounting, or Administration
  • Minimum 3 years audits, procurements, contracts,
  • Knowledge of or exposure to property and tenant management systems (Yardi preferred)

May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
