Consor Engineers is seeking a Senior Water/Wastewater Treatment Engineer / Project Managerย to join our growing Phoenix, AZ office. This role is ideal for an experienced, licensed professional engineer who is passionate about treatment facility projects and ready to lead complex technical work, manage client relationships, and mentor developing engineers. About the Role

As a Senior Engineer / Project Manager focused on water and wastewater treatment, you will be responsible for the planning, design, and delivery of treatment facility projects for municipal clients. You will lead multidisciplinary teams, oversee project execution from concept through construction, and serve as a trusted technical advisor to clients. This role balances handson technical leadership with project management, business development, and mentorship responsibilities.


  • Serve as Project Manager and/or Technical Lead for water and wastewater treatment facility projects, overseeing scope, schedule, budget, and quality.
  • Lead the planning, design, and evaluation of treatment processes and facilities, including new plants, expansions, and rehabilitation projects.
  • Develop and review technical deliverables such as engineering reports, feasibility studies, process calculations, plans, specifications, and cost estimates.
  • Provide technical leadership in treatment processes such as filtration, disinfection, biological treatment, solids handling, odor control, and residuals management.
  • Coordinate with multidisciplinary teams (civil, structural, electrical, mechanical, and I&C) to deliver integrated and constructible treatment solutions.
  • Serve as a primary point of contact for clients, supporting ongoing relationships and ensuring successful project outcomes.
  • Support project pursuits, including proposal development, scope definition, fee development, and participation in interviews.
  • Mentor and develop junior and midlevel engineers, fostering technical excellence and career growth.
  • Support quality control and quality assurance processes across treatment projects.

  • 8+ years of progressive experience in water and/or wastewater treatment engineering, including facility design.
  • Professional Engineer (PE) license.
  • Masterโ€™s degree in Civil, Environmental, Chemical, or a closely related engineering discipline.
  • Proven experience managing engineering projects and leading technical teams.
  • Strong technical writing, communication, and clientfacing skills.

Preferred Qualifications (not required)

  • Experience managing treatment projects through design and construction.
  • Experience with treatment process modeling, permitting, and regulatory coordination.
  • Knowledge of municipal water and wastewater standards and best practices.
  • Demonstrated ability to balance project management, technical leadership, and mentorship responsibilities.
  • Interest in supporting business development and longterm client relationships.
This hybrid position fluctuates between an office environment and a field environment and routinely requires the use of standard office equipment such as computers, phones, cameras, and copy machines.ย  This job will require occasional exposure to work environments that may include inclement weather, heat, humidity, noise, construction hazards, atmospheric conditions, and bodies of water, depending on project requirements.
While performing the duties of this job, physical demands of the employee include frequent sitting, walking, standing, talking, hearing, and occasional balancing, stooping, kneeling, crouching, reaching, handling, grasping, and feeling. This job will require operating a company vehicle, and may include lifting, carrying, pushing, and pulling up to 35 lbs.
