Job description

Description This is a part-time position not to exceed 1000 Hours per fiscal year $48.72 Hourly This position is located in the City Manager's Office. Under the general direction of the City Attorney, performs professional-level paralegal work. Responsibilities include coordinating responses to public records requests, conducting legal research, drafting legal documents and correspondence, organizing litigation and administrative files, assisting with contract review, and providing administrative and legal support for municipal legal matters

Exercises independent judgment within established legal and departmental guidelines while maintaining strict confidentiality. Examples of Duties Duties may include, but are not limited to, the following: Coordinates and administers the City's Public Records Request responses by receiving, tracking, reviewing, and processing requests in accordance with applicable state public records laws; communicates with requesting parties and City departments; gathers responsive records; assists in determining applicable exemptions; prepares correspondence; maintains request logs and documentation; monitors statutory response deadlines; and works with the City Attorney to ensure timely and legally compliant responses; Conducts legal research using statutes, case law, ordinances, administrative regulations, and other legal resources; summarizes findings for the City Attorney; Drafts correspondence, memoranda, legal notices, resolutions, ordinances, agreements, policies, subpoenas, and other legal documents for attorney review; Assists with litigation management by organizing case files, coordinating document production, and communicating with outside counsel, courts, and City staff; Reviews contracts and agreements for completeness, routing, execution, and recordkeeping; maintains contract databases and legal files. Maintains legal records management systems, ensuring accurate filing, indexing, retention, and retrieval of confidential legal documents.

Coordinates with City departments to obtain information, records, and documentation necessary for legal review and ongoing legal matters. Assists in preparing agendas, staff reports, presentations, and supporting documentation for City Council, boards, commissions, and other public meetings as assigned; Maintains confidentiality of privileged communications, attorney work product, litigation strategy, and other sensitive information; and Performs related duties as assigned. Qualifications Experience: Minimum of three (3) years of increasingly responsible paralegal experience, preferably in municipal government, public agency, or civil litigation.

Experience processing public records requests pursuant to the California Public Records Act; and Proficiency in using Westlaw. Education: Associate degree in Paralegal Studies or closely related field from an accredited institution; bachelor's degree preferred. Paralegal certificate from an ABA-approved program or equivalent combination of education and experience.

Licenses and Certificates: Possession of, or the ability to obtain, a valid California driver's license at the time of appointment. Certified Paralegal (CP) or equivalent professional certification is desirable but not required. Special requirements: Essential functions and duties require the following physical abilities and work environment: Ability to work in a standard office environment; Ability to travel to different sites and locations; Regularly required to talk and hear, to sit, stand, walk, run, kneel, crouch, stoop, squat, crawl, twist, climb, bend; Frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds; Supplemental Information IMPORTANT APPLICATION INFORMATION AND INSTRUCTIONS Candidates must clearly demonstrate through their application material that they meet the minimum qualifications of the position.
