Job description

The EMS and Fire Service Instructional Coordinator is responsible for coordinating training, testing and certification activities supporting the state-authorized Emergency Medical Services (EMS), Paramedic, and Fire Service programs offered at the Public Safety & Transportation Complex (PSTC) on the Beloit-Janesville Campus and at outreach locations in Rock and Green Counties. The Coordinator provides program leadership, planning and instruction within the EMS, Paramedic and Fire credit and non-credit courses and programs. The Coordinator is responsible for management of department enrollments, budgets, facilities and equipment. The Coordinator develops and fosters state and local agency relationships and collaborates with the other division administrators, faculty and staff to achieve College goals.

Coordinate and instruct in EMS, Paramedic and Fire programs.

  1. Monitor and evaluate programs to ensure the efficient operations and delivery of all EMS Training Center and Fire Service training to meet quality and compliance requirements as a WTCS/DHS training partner.
  2. Monitor relevance and currency of curriculum.
  3. Instruct students in classroom, laboratory and hands-on field activities for EMS, Paramedic and Fire program courses.
  4. Develop new courses and assist in curriculum development in cooperation with program faculty.
  5. Coordinate credit and non-credit course schedules for the EMS and Fire Service programs; ensure courses are staffed with qualified instructors.
  6. Coordinate and schedule Fire and EMS certification exams.
  7. Ensure compliance with regulations and accreditation standards to operate as a Wisconsin-approved EMS Training Center.
  8. Develop and coordinate program advisory committees.
  9. Develop and maintain relationships with local fire and EMS departments, schools and business/industry.
  10. Develop and administer contract training in collaboration with the Workforce and Community Development Division.
  11. Participate in marketing and recruitment activities as appropriate to maximize student enrollment in EMS, Paramedic and Fire Service courses.
  12. Maintain program records in compliance with school and state regulations.
  13. Oversee care and maintenance of EMS and Fire Service equipment.
  14. Facilitate program/course articulation with secondary institutions.
  15. Identify and resolve problems related to staffing, registration, records maintenance or other related matters as they arise.
  16. Collaborate with other departments to collect and maintain data to assist in identifying and securing external funds to help fund program delivery.
  17. Promote flexible programming through the use of alternative delivery systems.

Supervision of EMS and Fire Service program instructors.

  1. Supervise full-time EMS, Paramedic and Fire program instructors in accordance with College policies and applicable laws.
  2. Supervise all part-time instructional and support staff for credit and non-credit courses, including recruitment, hiring, scheduling, approval of time and leave reporting, staff training and development, assigning and directing work, performance management, addressing complaints and resolving problems.

Develop and administer program budgets.

  1. Identify needs, prepare budget proposals and obtain approval.
  2. Manage and coordinate purchasing of program materials, supplies, and capital equipment.
  3. Monitor expenditures and ensure compliance to approved budgets.
  4. Reconcile and balance accounts.

Assist in program-related student issues.

  1. Oversee related student activities.
  2. Advise and assist students with concerns and problem resolution.
  3. Facilitate scheduling, registration and ensure recognition of advance standing credit or other forms of credit for prior learning for individual students.

Work with other departments/divisions/institutions to ensure a cooperative effort in the achievement of College goals.

  1. Develop and implement program goals and objectives.
  2. Handle and resolve problems and issues as appropriate.
  3. Serve on internal and external teams and committees in a cooperative effort to achieve College goals. Attend and participate in meetings as necessary.

Knowledge, Skills & Abilities:

  1. Strong verbal and written communication skills.
  2. Ability to work effectively with internal and external customers and stakeholders at all levels.
  3. Proficiency with Microsoft Office and general knowledge/efficiency with computers.
  4. Ability to troubleshoot and resolve problems as they arise.
  5. Demonstrated ability to interact with diverse populations.
  6. Strong organizational skills with ability to multitask.

Education and Experience:

  1. Bachelor’s Degree in EMS, Fire Service or a related field. Master’s Degree preferred.
  2. Two (2) years (4,000 hours) of Fire, EMS, or Paramedic work experience.
  3. Two years of teaching experience.

Certifications:

  1. State of Wisconsin Fire and Emergency Services Instructor I and Instructor II Certification, or ability to obtain certification within six months of hire.
  2. DHS EMS Instructor Orientation, complete within 6 months of hire.    
  3. American Heart Association BLS/ACLS/PALS Instructor Certification.

Desired Qualifications:

  1. Previous Supervisory/leadership experience.
  2. Fire Officer II credential.
  3. Current NREMT Certification.
