Key Responsibilities
The Utah Department of Health & Human Services is seeking a data savvy individual to join Vital Records and Statistics (OVRS) data team! This Health Data Analyst will work to support Utah's statewide vital records system by transforming complex data into high-quality, actionable information. The analyst will maintain and improve vital records databases, and collaborate with field staff, developers, cross department to ensure accurate, secure, and timely health data are available to support health decision-making, research, and policy.
The vision of the Division of Data System & Evaluation is to ensure Utah is a place where accurate, secure, and timely health data are available to improve health for all. OVRS administers Utah's statewide system of vital records and statistics by documenting and certifying vital events-including births, deaths, adoptions, marriages,and divorces-reporting data to the National Vital Statistics System, and providing data to health programs, healthcare providers, researchers, educational institutions, businesses, and the public.
  • Manipulate, clean, validate, and combine large datasets across multiple years to standardize variable structures, coding schemes, and data formats.
  • Perform routine data quality assurance (QA/QC) by querying databases, identifying data issues and trends, generating quality control reports, and verifying that corrections have been implemented
  • Develop and maintain SAS, SQL, or other analytical programs to automate routine data processing, validation, and reporting tasks.
  • Integrate and link data from multiple sources to support statistical analyses, surveillance activities, and customer data requests.
  • Generate aggregate statistical reports, data summaries, and customized extracts while ensuring compliance with data privacy and confidentiality requirements.
  • Collaborate with registration, program, and technical staff to investigate data issues and recommend process improvements that enhance data quality and efficiency.
  • Document analytical methods, quality assurance procedures, and data processing workflows.
  • Perform other duties and special projects as assigned.

Qualifications
  • Strong analytical and critical thinking skills with an understanding of both the strengths and limitations of data.
  • Excellent problem-solving and troubleshooting abilities.
  • Experience with SAS, R, Python, or other statistical/analytical software.
  • Experience writing SQL queries; SQL proficiency preferred.
  • Knowledge of data management, data quality assurance, and statistical reporting principles.
  • Ability to prioritize multiple assignments and manage time effectively.
  • Strong written and verbal communication skills and the ability to present technical information to diverse audiences.

Preferred Qualifications:
Bachelor's or Master's degree in Information Systems, Computer Science, Statistics, Mathematics, Public Health, Data Science, or a related field.
