Job description

SUMMARY OF POSITION Non-sworn uniformed position within the Police Department. This is an entry level and highly responsible position in the Police Department which performs duties involving contact with the general public both by phone and in person. Assists and relieves law enforcement personnel in the performance of various law enforcement functions that do not require being armed.

This position will involve shift work, including nights, weekends and holidays. While performing the duties of this job, the employee may work in all weather conditions, or may work in the office or in the holding facility in direct contact with persons who have been arrested or detained. Typical duties may vary from routine, non-sworn police work to more complex tasks.

Position is under the direct supervision of the Patrol Sergeant. Community Service Officer (CSO) assignment is not to exceed three years. ESSENTIAL DUTIES AND RESPONSIBILITIES Coordinates animal control, including: responding to complaints concerning animals, capture and impoundment of animals, and release of impounded animals.

Monitors cases involving potentially dangerous dogs. Responds to a wide variety of calls for police services which do not require the response of a sworn police officer. Gathers information and evidence, prepares a wide variety of police related reports.

Analyzes and investigates situations in order to draw conclusive findings. Prepares for and testifies in court proceedings. Enforces motor vehicle parking ordinances.

Provides traffic control at accident scenes. Provides crowd control as needed. Enforces sign ordinance by removing unauthorized signs from the community.

Provides assistance to disabled motorists. Provides fingerprinting services to members of the public. Provides fingerprinting and photography services for individuals being detained in the detention Center.

Provides assistance to the Property Room Technician relating to the custody, destruction, and auction of evidence and property. Provides crime scene security duties. Inventories, stocks, and maintains crime scene processing supplies.

Performs delivery duties including, but not limited to: delivery of reports and other documents to a variety of sources and locations, delivery of evidence and property to various law enforcement agencies, and delivery of US Mail. Performs clerical tasks within the police department, including filing, data entry and retrieval, and answering telephones. Assists crime prevention services as directed, such as: neighborhood watch; bicycle safety programs; and crime prevention programs/fairs and community education programs.

Operates a variety of vehicles assigned to the Police Department. Cleans the interior and exterior of vehicles assigned to the Patrol Division. Assists police fleet maintenance personnel by delivering vehicles and other equipment to repair destinations.

Acts as primary volunteer for department trainings, including: use of force, Crisis Intervention Team, and active shooter. Performs other duties consistent with the responsibilities of the position as assigned by the City. QUALIFICATIONS Minimum Requirements: High school diploma or equivalent.

Must be currently enrolled and pursuing an Associate's degree from a regionally accredited college and must be currently enrolled in a POST-accredited law enforcement program making satisfactory process toward obtaining POST licensure eligibility. Ability to obtain and retain knowledge of Federal and State statutes, City ordinances, and other directives related to law enforcement procedures and police department operations. Valid driver's license and excellent driving record.

Demonstrated proficiency in verbal and written communication skills using English. Ability to act in a courteous, professional manner with colleagues and the public. Work history demonstrating trust, high degree of integrity, and responsibility.

Must pass a comprehensive background investigation, physical exam, and psychological evaluation. Working Conditions and Physical Requirements: Work may be performed in a standard office environment that includes exposure to computer screens, outdoors, while operating a vehicle or at other sites. Primary job functions require sufficient physical ability and mobility to work in an office setting; to stand or sit for prolonged periods of time; to occasionally stoop, bend, kneel, crouch, reach, and twist; to lift, carry, push, and/or pull objects weighing up to 50-80 pounds.

Ability to hear, see sufficiently to read documents, and direct traffic. Operate office equipment requiring repetitive hand movement and fine coordination including use of a computer keyboard; and to verbally communicate to exchange information. Ability to work flexible schedule, including shift work, nights, weekends, and holidays.

ADDITIONAL INFORMATION Reports to: Police Sergeant and/or Police Captain. Schedule: Part-time, minimum 14 and maximum 28 hours per week. Involves shift work, including nights, weekends and holidays.

Starting Pay: Within stated range, dependent on qualifications. Post-Offer Requirements: Offers of employment contingent on successful completion of background investigation, physical exam, and psychological evaluation. Duration: Assignment is not to exceed three years.

Position Classification: Part-time regular. 12-month probationary period includes paid time off, paid holidays and may be eligible for PERA pension. Accepting applications until the position is filled.
