Job description

Facilities & Permitting Contractor (R&D Commercial Facility)
Position Summary
We are seeking an experienced Facilities & Permitting Contractor to support the development, operation, and compliance of our R&D commercial facilities. The ideal candidate will have extensive experience obtaining city permits, building licenses, environmental approvals, and coordinating with local authorities for commercial office, engineering, laboratory, and R&D facilities.
This role will serve as the primary liaison between the company, contractors, architects, engineers, and government agencies to ensure facility projects are completed in compliance with applicable building, fire, environmental, and safety regulations.
Key Responsibilities
Permitting & Regulatory Compliance
  • Manage and obtain all required city, county, and state permits for commercial office and R&D facilities.
  • Coordinate permit applications, plan submissions, inspections, and approvals with local authorities.
  • Serve as the primary point of contact with Building, Planning, Fire, Public Works, and Environmental departments.
  • Monitor permit status and proactively resolve review comments and approval issues.
  • Ensure compliance with California Building Code, Fire Code, OSHA, ADA, and environmental regulations.
Facility Construction & Renovation
  • Support tenant improvement (TI) projects, facility expansions, laboratory buildouts, and office renovations.
  • Coordinate with architects, engineers, contractors, and consultants during project planning and execution.
  • Review construction drawings and specifications to ensure permit readiness and regulatory compliance.
  • Track project schedules, budgets, inspections, and contractor performance.
Environmental, Health & Safety (EHS)
  • Support environmental permitting and regulatory requirements related to R&D operations.
  • Coordinate hazardous materials permits, waste management programs, and environmental reporting when applicable.
  • Ensure compliance with local environmental agencies and fire department requirements.
  • Assist with facility safety inspections and corrective action plans.
Stakeholder Management
  • Collaborate with internal Operations and Engineering teams.
  • Provide regular updates on permit status, project milestones, risks, and regulatory requirements.
  • Maintain organized records of permits, licenses, inspections, and compliance documentation.
Qualifications
Required
  • 5+ years of experience managing commercial building permits and facility projects.
  • Experience working with California city and county permitting agencies.
  • Strong knowledge of commercial building codes, fire codes, and permit approval processes.
  • Experience supporting office, laboratory, engineering, or R&D facilities.
  • Familiarity with environmental permitting and regulatory compliance requirements.
  • Ability to manage multiple projects simultaneously and work independently.
  • Excellent communication and project management skills.
Preferred
  • Experience with Silicon Valley municipalities such as Milpitas.
  • Experience supporting technology, automotive, battery, electronics, or engineering R&D facilities.
  • Knowledge of hazardous materials permitting and fire department review processes.
  • Background in facilities management, construction management, architecture, engineering, or environmental compliance.
  • Professional certifications in project management, facilities management, or construction management are a plus.
