Part-time Capital Projects Specialist

Job Purpose
To ensure that the Town and Board of Education capital projects are completed within agreed time frames and authorized budget for the projects. This job is also dedicated to minimizing program disruption during construction and keeping concerned parties informed of progress and activities. Work is accomplished by detailed management planning, coordination and review.
Job Environment
Work is conducted at project locations. Individual must be able to maneuver among worksite obstacles and conditions which may involve some risk or discomfort. Frequent travel between work sites and office settings is required and may result in exposure to adverse weather conditions. At least half of this position's duties will be performed at the construction site rather than in an office setting. May attend meetings outside normal business schedule.
Essential Job Functions
  • Provides management oversight and program coordination to capital projects to ensure the most cost-effective project completion that meets or exceeds customer expectations.
  • Establishes appropriate check points for review at various stages of progress from the initial stage through completion.
  • Coordinates, assists and advises building, plumbing, heating and electrical inspectors or other regulatory entities regarding the performance of their duties.
  • Maintains close working relationship with the project architect and engineers throughout the design and construction process. Analyzes and suggests options to plan designs, bid submissions, change order requests, and other functions which are under the technical control of the project architect.
  • Informs interested officials and other parties of construction plans and progress and day-to-day schedule of activities. May use such techniques as construction newsletters or group sessions for sharing information and concerns.
  • Coordinates the planned construction activities of multiple contractors with other town and school program plans so as to minimize disruption and delays of both, and to meet customer expectations.
  • Prepares and submits programmatic and financial reports on the status of capital improvement projects and activities.
  • Communicates regularly with contractors, attends job site meetings, and discusses construction issues with others involved in the actual construction in order to have an extensive knowledge of construction plans, activities, and considerations.

Additional Job Responsibilities
  • Assists in the preparation of bid documents and analyzes bids submitted.
  • Reviews and analyzes cost and time estimates.
  • Prepares, estimates, and administers leases on Town and School owned properties.
  • Plans, coordinates, administers, and/or reports on special capital projects such as energy conservation, asbestos management plan and underground storage tank replacement program.
  • Makes suggestions for construction design to enhance program operations.
  • Keeps current on professional and technical competencies needed to perform job responsibilities.
  • Attends various meeting and provides information about construction projects.

Knowledge, Skills and Abilities
  • Ability to prepare complex schedules for capital projects and accurately estimate construction times; accurately plans length and difficulty of tasks and projects; organize multiple activities in sequence; and take into consideration and coordinate different program schedules; anticipate and adjust for problems and roadblocks.
  • Skill in establishing and maintaining effective relationships with customers and gaining their trust and respect; getting first-hand customer information and using it for planning and organizing construction projects; ability to talk and act with customers in mind.
  • Extensive technical knowledge of architectural, engineering, and construction principles, techniques and practices and the application of such to the design and construction of capital projects.
  • Skill in communicating timely information regarding construction project plans and activities to people who need to know in order to do their jobs.
  • Ability to clearly assign responsibility for tasks; set clear objectives, measures, timeframes, monitor progress and results; and deliver timely and objective feedback on progress and accomplishments.
  • Ability to deal effectively with conflict; encourages direct debate and settle tough issues while maintaining relationships; skillful in maintaining composure under stress; and focuses on the situation, issue not on the people involved.
  • Ability and skill in developing and maintaining effective working relationships with Town and School management, supervisors, peers, architects, engineers, contractors, and others.
  • Skill in using time effectively and efficiently; setting priorities; separating the critical activities and concentrating efforts accordingly.
  • Skill and ability to operate personal computer with working knowledge of relevant software applications.

Minimum Qualifications
Graduation from an accredited college with a Bachelor's Degree in architecture, civil engineering, structural engineering, planning or closely related engineering science plus six (6) years of responsible experience in the field of construction management or facilities management; or an acceptable equivalent combination of education and experience.
Demonstrated responsibility in the public municipal sector, including school building projects, is preferred.
Maintaining a valid operator's license is required with a driving history in accordance with the Town of West Hartford's Safe Driving policy. Incumbent may be expected to utilize personal vehicle in the performance of the job duties.

Applicants must obtain a passing score of 70% on the Oral Board Examination to be placed on the Eligible List for this position.
